Summary/Abstract |
The international security environment remains fragile and unpredictable even as China continues to benefit from the current international system. Changing international conditions will continue to shape China's foreign policy. Meanwhile, China's domestic politics has become more complicated with multiple players vying for influence. The Chinese government must maintain a balanced foreign policy without succumbing to growing domestic pressures that demand tougher Chinese actions in international affairs. These external and internal factors produce a dynamic, and sometimes contradictory, foreign policy in Beijing.

Summary/Abstract |
Proposed by J. Schell and others in the Cold War era, the concept of virtual nuclear arsenals has been
a subject of debate. From the standpoint of the theory of nuclear disarmament, the concept has been
questioned on the basis of justifying the nuclear threat, infringing on the irreversibility requirement of
disarmament, and fixating the discriminatory structure of nuclear weapons. On the other hand, from
the viewpoint of the theory of nuclear deterrence, the problem of instability and feasibility inherent in
the concept and the idea of reconstructing nuclear arsenals that will decrease second strike capability
have been under harsh criticisms. Attempting to find new inter-linkages between the debates of
nuclear disarmament and deterrence theories over the vision of "a world without nuclear weapons"
proposed by the US Obama administration, this study sets out to examine the implications that the
concept of virtual nuclear arsenals may have on the current international security environment from
the two aspects of: nuclear deterrence and disarmament; and nuclear non-proliferation.

Summary/Abstract |
Although fundamental questions concerning whether the North Atlantic Treaty Organization (NATO) is still relevant or necessary have emerged, NATO remains necessary for the protection of Western security and political interests. The international security environment remains unstable, and threats can arise far from NATO territory. In addition to its traditional role of defending members' territory, NATO is assuming new security-related missions. In addition, the alliance has developed "partnerships" with numerous nations throughout the world. These networks can enhance NATO's military capabilities and also encourage democracy. Thus, NATO has the potential to play a significant and constructive global security and political role in the twenty-first century.

President Ronald Reagan proposed in March 1983 that the US scientific community develop the ability to shoot down ballistic missiles armed with nuclear warheads. He hoped to shift the international security environment away from a balance of terror, which was then commonly referred to as mutual assured destruction, to a more reliable deterrent strategy.
