Summary/Abstract Westerners have long hoped that our material prosperity and comforts would serve as a model in the Middle East, and that democracy would enthusiastically be embraced there. But the hard work of building the rudiments of self-rule at a working level in those societies-the make-or-break for a true democratic revolution-has taken a backseat to wishful thinking. In the recent Egyptian uprising, when threats, riots, and premonitions of violence persuaded the Egyptian Army to schedule presidential and parliamentary elections in September, the Western media nodded approvingly, but didn't spend much time considering the principles on which political parties are built, what kinds of parties are likely to emerge from Egypt's current state, and whether they will improve Egypt's prospects for individual liberty.

Summary/Abstract While the U.S. military force structure pivots away from Middle Eastern security concerns toward East Asia, Russia, China, Turkey, Iran, and the Gulf monarchies are all potentially or actively hostile to Israel, or will seek more influence if the United States departs from the Middle East, or both. As Middle Eastern regional rivalries intersect increasingly with Eurasian great-power competition, the maritime element of Israeli grand strategy will grow in importance.

Summary/Abstract The public debate over the federal budget often obscures the relation between our domestic and foreign interests. Such debates test democracy's prudence by forcing a choice between immediate and easily perceptible problems and the distant and often silent strategic interests underpinning policy. An enduring strategy that enables US political and military strength through commercial superiority hinges on naval power. We appear to have forgotten the vital and unique responsibilities assigned to a navy in a democratic society: how it preserves US commercial success and domestic material well-being and-most often ignored-how a navy establishes the conditions that make liberal commerce on the seas possible.
