Summary/Abstract |
Targeted air strikes remain a cornerstone fighting technique in modern counter-insurgency and other military operations. Yet, scholars and practitioners remain divided on the question of the efficacy of this battle mechanism. This article examines some of the underlying assumptions made in their previous analyses, and serves to nuance those approaches. Specifically, it looks at war, not as a static phenomenon but rather as a constantly evolving environment-one where such aerial campaigns affect insurgent counter-strike capabilities and decisions. Using the USled war in Afghanistan in 2008-09, the article discovers that air strikes limit non-sophisticated counterattacks but are unable to reverse a growing of sophisticated insurgent activity-a discovery that has academic and policy relevant implications.

Summary/Abstract |
This paper explores the policy choices of Germany and Japan for contributing to international security and stability in Afghanistan. Both countries have been closely involved with Afghanistan in the aftermath of the 9/11 attacks 2001. It is argued that the policy choice of Japan with a low military element and high civilian element differs significantly from the German military centered approach. An analysis of the goals and motives behind the foreign policy choices reveals that in Germany the military involvement has been justified with humanitarian reasons, national self interests and the right to "unlimited" sovereignty. This logic has ultimately led to the acceptance of civilian casualties and participation into offensive counterinsurgency operations. It is suggested that elite driven discourses have determined foreign policy strategy. In the case of Japan the paper claims that the conservative LDP elite had been pushing for intensified military involvement which materialized in the dispatch of military vessels to the Indian Ocean and ground forces to Iraq. Similar to Germany these moves towards gaining international reputation were rooted in domestic politics.

Summary/Abstract |
As the Afghan war is far from over, India must take a long-term view of developments in its turbulent north-western neighbourhood. Based on certain assumptions about the likely course of the Afghan war, it is often argued that India may soon have to revisit its policies and priorities in Afghanistan. However, given the constraints and prevailing uncertainty, India may not be in a position to bring about any radical shift in its Afghan policy, at least not in the short-term. The Afghan situation is extremely fragile at the moment in view of the fragmented nature of its polity, overlapping transitions, and strong external dimensions to the conflict, all of which do have a direct impact on India's security and, at the same time, restrict its options.
