Summary/Abstract |
Today I wish to take this opportunity to make some opening remarks on China's peaceful development path and its significance for the world and I welcome your views and questions on this topic.
I. The domestic and international background to China's choice of the peaceful development path
1. China's choice of the peaceful development path is determined by its national conditions. Since the beginning of China's modern history, in particular after the Opium War, China was divided up by Western powers and reduced to a semi-colonial and semi-feudal country, lagging behind economically. While the Western countries were already industrialized, China remained an agricultural country backward in politics, economy and culture. In about half of the time of the 20th century, the Chinese people suffered from internal wars and foreign aggression and fought to overthrow monarchy, resist invasion and achieve national independence. Today, peace, stability and development are the common aspirations of the 1.3 billion Chinese people.

Difference in values not a decisive factor in conflicts between states
Recently, Dr. Stefan Halper of the university of Cambridge published an article questioning former US assistant secretary of defence Joseph Nye's view that ' China's rise doesn't mean war." Halper holds that the diplomatic, political, and economic values China advances are antithetical to those that formed that status quo global architecture. The author responds that difference in values is not a major4 contributing factor of conflict between major powers and China's fast development is an opportunity, not a challenge, for the west.

Summary/Abstract |
"Tao Guang Yang Hui" is an important guiding principle proposed by Deng Xiaoping for China's diplomacy in the present-day world. It has a very deep root in our traditional culture and constitutes a strategic principle we must persistently follow throughout the primary stage of socialism. For some 20 years, there have been incomplete and misguided interpretations of "Tao Guang Yang Hui" both at home and abroad. To keep following the low-key approach in our diplomatic work in the 21st century is entirely correct. "Tao Guang Yang Hui" is not outdated and will never be.
