Summary/Abstract There is scant research on models for visualising strategies retrospectively. The authors present a new analytical, visual methodology for assessing the transformation of armed forces, which is usually considered to be the “second dimension” of strategy. It is novel and generally applicable to armed forces, and additionally provides several benefits, in particular with regard to its synoptic character. The methodology translates a sociological approach into strategic studies, a discipline which has not really developed its own yet. It is exemplified by means of the (airborne part of the) Swiss Air Force's transformation since the end of the Cold War.

Summary/Abstract For most of the 1950s, manned aircraft were the prime nuclear bomb delivery method, and were therefore a vital metric for British and American intelligence when calculating the Soviet threat. Each community reached very different conclusions from the same raw intelligence, generating the ‘bomber gap’ myth in the US but not in the UK. The information available was inconclusive, so in order to understand it estimators had to rely on their assumptions, which were different. Contrasting scopes for parochial capitalisation drew their conclusions further apart. Contrary to orthodox accounts of this episode, Soviet deception did not play a central role.

Summary/Abstract Thailand's ethanol policy is embedded in the Alternative Energy and Development Plan 2015 (AEDP 2015). The policy goal is to increase ethanol production and consumption in 2036 at 223% of the baseline in 2015. A large demand for feedstock supplies, mainly molasses and cassava to meet the policy target causes concerns over their sufficiency. However, oversupply of ethanol has been observed occasionally. Since ethanol production and consumption are relevant to a number of policies, incoherence and gaps may contribute to the shortcomings. By applying a combined coherence and gap analysis, it is shown that crop zoning is irrelevant to and ineffective in securing the supply of ethanol. On the other hand, demand saturation is primarily due to the ineffectiveness of the state mechanisms. Key factors contributing to the problem are low prices of crude oil, high prices of feedstocks, managing availability of and accessibility to certain types of blended fuels in favor of the low blended ones, incorrect understanding of consumers towards high blended fuels and the public's recent interest towards electric vehicles. Political factors may also account for the slow-growing demand. The developed method is proved to be useful in determining effectiveness of interrelated policies dealing with ethanol.

Summary/Abstract This article examines the deeply contested approaches of 'political Islam' towards modern democracy in Bangladesh, the third largest Muslim country in the world, where sharia law is not the source of public law and where a democratic government is in place. Selecting the political manifestos and constitutions of three different influential Islamist parties, the Jamat e Islami Bangladesh, Hizbut Tahrir Bangladesh and Jamatul Mujahedeen Bangladesh, the study examines through discourse analysis why Islamists take such a hostile approach towards democracy. At first sight, Islamists desire the establishment of an alternative governing system, such as the Caliphate, to replace the present parliamentary system of governance in Bangladesh. Islamists also advocate a change of state philosophy from 'People's Republic of Bangladesh' to an 'Islamic State', arguing that sharia should be the legal framework of the country. The key finding of this research, however, is that Political Islam in Bangladesh is also perceived as a reaction to globalisation and that this global aspect, in theory and practice, may be more powerful as a reactive agent than local/national politics.

Summary/Abstract Ku Ok-hee became the first ever Korean female golfer to win a tournament on the LPGA of Japan Tour (JLPGA Tour) by her victory in the Kibun Ladies Classic on March 31, 1985. Since then, Korean players as a group have amassed 228 victories on the JLPGA Tour by the end of the 2019 season. Although this has been a truly remarkable accomplishment in the history of international sports, no systematic investigation has been conducted thus far about the factors that contributed to the success of Korean women players on the JLPGA Tour. The primary purpose of this study is to analyze the rise and fall of the Korean players on the JLPGA Tour from the perspective of their career life cycles. More specifically, this study will apply the career life cycle model to the career pathways of the players on the tour. Each individual player’s career history on the Korean LPGA Tour before the player’s transnational migration to the JLPGA Tour will be examined to ascertain whether or not the player’s pre-migration record is a reliable predictor of the post-migration performance on the JLPGA Tour. The number of tournament victories of each of the Korean players during the player’s entire career on the JLPGA Tour will be reviewed. The all-time history of each individual player’s money ranking on the tour will be investigated for both the active and the retired players. A cohort analysis method is used in investigating the tournament wins and money ranking history of the players by comparing the tournament win records and the all-time money rankings on the basis of the entry cohort to the JLPGA Tour.

Summary/Abstract Contemporary terrorist movements in Afghanistan are frequently alleged to be fueled, in part, by the country's voluminous opium trade. Experts argue that terrorist groups currently active in Afghanistan, like the Afghan Taliban, the Islamic Movement of Uzbekistan, Hizbul Islami, and various al-Qaeda affiliates, use drug trade profits to recruit and pay cadres, acquire weapons and equipment, and bribe officials while becoming more powerful, and deadly, in the process. This study empirically examines the relationship between the opium trade and terrorism in Afghanistan by conducting a series of negative binomial regression estimations on terrorist attacks and casualties in the 34 Afghan provinces for the period 1996 to 2008. The analysis also considers various economic development, infrastructure, geographic, security, and cultural factors when examining causes of terrorism in the provinces. The study determines that, across all model specifications, provinces that produce more opium feature higher levels of terrorist attacks and casualties due to terrorism, and that opium production is a more robust predictor of terrorism than nearly all other province features. Furthermore, tests indicate that the direction of causation runs from opium production to higher rates of terrorism, not otherwise. The study concludes with a brief discussion of the policy implications of the findings.

Summary/Abstract To manage their assets at an enterprise level, defense organizations have turned to portfolio theory for the planning, analysis and management of their military forces and materiel. Despite being well established in the commercial sector, the application of portfolio approaches in defense is problematic. The vexatious question for defense of how to define and measure benefits arising is complicated by the increased utility and effectiveness achieved through networking of military forces and the equipment they use. The authors discuss the challenges for defense in using a portfolio approach and propose a conceptual model for dealing with the effects arising from networking with information and communications technologies.

Summary/Abstract This study argues that the strategic planning process of the Long War on Terror has been conducted in a manner that did not pay sufficient attention to the tenets of classical strategic theory. The article shows that the strategy encapsulated in the National Strategy for Combating Terrorism and the Pentagon's initial responses to the challenges of irregular warfare departed from important principles associated with Clausewitz and other strategic theorists, undermining the prospects for successful counterterrorism. The reasons are partly the fault of the Bush administration, and partly a consequence of the American strategic culture and the preferred model of American civil-military relations. By turning back to strategic fundamentals, important improvements in strategic performance have been accomplished since 2006. The Obama administration can build upon the later successes of its predecessor in Iraq and in reshaping the US armed forces. In addition, the new president can refine and improve the Bush administration's counterterrorism strategy particularly by clarifying short- and long-term political goals. In order for this to happen, the new administration must do a better job of incorporating into its strategic planning main ideas from Clausewitzian strategic thought, such as the necessity for clearly defined political objectives in war and understanding strategy as first and foremost a process of employing military and non-military means in such a way as to achieve those political objectives.

Summary/Abstract Few researchers have suggested models for visualising particular strategies applied during wartime. The authors present a new analytical, visual methodology for the conduct of war. It refines Arthur F. Lykke Jr.’s definition of strategy, which emphasises the interaction of three components: ends, ways and means. Moreover, the framework introduced distinguishes between military and civilian components, public declaration and action as well as use and reserve. Thus, a conceptual framework is offered to the scholarly community that aims to both analyse and visualise a party’s true strategy during an armed conflict and that is, moreover, applicable to both regular and irregular parties in a specific operational theatre. Furthermore, this methodology supports the teaching of strategic dimensions in an academic setting.
