Summary/Abstract Bioterrorism has global implications, especially with regard to the use of contagious bio agents or "epidemic generators" with a high potential for causing epidemics. The grave medical implications of a bioterror attack are obvious, but some of the related ethical issues are often overlooked. Moral issues associated with the threat and with the attack may carry long-term consequences, which may shake the rudiments of democratic societies. Some of these efforts may be aided by regulations, laws, and enforcement. The best results will be achieved by a sense of responsibility and understandings of the public.

Summary/Abstract Ethical issues of urban planning in Turkey are understudied. This article briefly examines eight possible sources of unethical behavior, decision and policy in Turkish urban planning. This analysis of ethical problems and sources of physical urban planning focuses on the local government level. This study focuses on harmonizing Turkish and international literature on local politics, urban planning, urbanization, planning profession and planning ethics literature with the perceptions, attitudes and conditions of planning actors based on interviews and survey conducted in selected Turkish municipalities and SPAs in 2008-09 as part of a major EU-funded public sector ethics project in Turkey. The roles of interest groups, conditions of planners and decision-makers on urban planning and planning ethics are especially scrutinized. The role of economic factors such as land rent, insufficiency of housing stock and economic transformation of Turkey play a prime role and have triggered effects on other sources of issues in planning ethics in Turkey. Institutional, strategic and legal dimensions of planning ethics in Turkey are also questioned and found that new measures on these dimensions should be taken to combat unethical urban planning decision-making and implementation.

Summary/Abstract It is clear the United States and other major powers see drone warfare as the wave of the future. Today more than 70 countries possess drone technology and many others are seeking to acquire it. It is expected that within 20 years, there will be swarms of drones and many autonomous fighters and bombers in use around the globe. If the trends continue as anticipated, these drones will usher in a 'boundless and borderless war without end'. The development of technological improvements will eventually lead to a militarisation of foreign policy and unnecessary conflicts. While the circumstances in Pakistan are unique, the questions surrounding the US drone programme in non-combat zones such as Pakistan raise important issues regarding how drone use should be governed in the future. This article is an attempt to analyse legal and ethical issues raised by the US use of drone technology in non-combat zones such as Pakistan, and it looks into its underpinnings and also its repercussions as tool in prospective warfare.
