| Summary/Abstract |
The conceptual debate around the term cyber warfare has dominated the cybersecurity discipline over the last two decades. Much less attention has been given during this period to an equally important question: what constitutes cyber peace? This article draws on the literatures in peace and conflict studies and on desecuritization in critical security studies, to suggest how we might begin to rearticulate the cybersecurity narrative and shift the debate away from securitization and cyberwar to a more academically grounded focus on desecuritization and cyber peace. It is argued that such a move away from a vicious circle where states frame cybersecurity predominantly within a national security narrative and where they seek to perpetually prepare for cyberwar, to a virtual cycle of positive cyber peace, is not only a desirable, but a necessary outcome going forward. We assert that this is particularly important if we are to avoid (continuing) to construct the very vulnerabilities and insecurities that lead to the prioritization of offence and destruction in cyberspace, rather than transformative, human-centred development in information and communications technology innovation.

| Summary/Abstract |
With the belief that the EU would act as a catalyst in the period prior to the accession of the (Greek) Cypriot government to the European club on 1 May 2004 having ended in disappointment, this article looks at the more complex internal/external dynamics now at play in the current milieu. A key question raised is the extent to which the EU can effectively prevent the potential short-term negative effects emerging as a result of the its failure to realise its objectives for the north, from crystallising into further developments that could make reunification of the island impossible. To do this, it will have to exploit the opportunities that exist to facilitate movement towards reunification, a difficult but not impossible task if the EU takes into account the demands of all actors involved.

| Summary/Abstract |
The central aim of this article is to discuss the question of how we can understand and explain the European Union (EU) as a security actor - in essence, to elaborate on the current literature on security governance in order to provide a more theoretically driven analysis of the EU in security. Our contention is that whilst the current literature on security governance in Europe is conceptually rich, there still remains somewhat of a gap between those that do 'security governance' and those that focus on 'security' per se. We argue that a synergy or at least a conversation between these two literatures is required in order to enrich further the study of the EU as global-regional security actor.

| Summary/Abstract |
This article argues that the broad security discourse built into the European Union's (EU's) initiatives to the east, and specifically the European Neighbourhood Policy (ENP) and Eastern Partnership (EaP) have in practice not yielded the stability, prosperity and security sought after by the EU. Whilst the EU has pursued bilateral and multilateral processes of engagement through the ENP and EaP, the paradox has remained within its double security narrative and has often resulted in minimal change to the east, as well as contestation from eastern partners and regional actors such as Russia. The conclusion suggests that the EU must provide a more pragmatic, differentiated and balanced narrative, and thus process of engagement with the east if it is serious about creating a zone of peace, stability and prosperity.

| Summary/Abstract |
The language of human security has been prominent in the European Union's (EU) official discourse for a number of years. However, whilst it has been promoted as a new approach for the EU in the development of its security and defence policy, the aim of this article is to assess the extent to which it actually features in the EU's contemporary strategic discourse and practice. It seeks to uncover where and how the concept is spoken within the EU's institutional milieu, how it is understood by the relevant policy-makers in the EU and the implication of this across key areas of human security practice. It is argued in the article that human security has not been embedded as the driving strategic concept for Common Security and Defence Policy (CSDP) in an era of crisis and change in Europe and beyond and that the prospects for this materialising in the near future are rather thin.
