It can, but only if U.S. officials start to think clearly about what success in the war on terror would actually look like. Victory will come only when Washington succeeds in discrediting the terrorists' ideology and undermining their support. On 23 July 2013, As-Sahab, Al Qaeda's media arm, released the English translation of a video statement in had posted in June 2013 calling upon the Indian Muslims to join the Jihad in Syria. Titled "Why is there no storm in your ocean?", the video featured Mualana Aasim Umar, an Al Qaeda ideologue believed to the based in northwest Pakistan. The 11- page translation of the original video in Urdu, specially exhorted the Muslims of Delhi, Uttar Pradesh, Bihar, Southern India and Gujarat

Summary/Abstract |
This study attempts to highlight the importance of counterideological work in combating terrorism and the key considerations in implementing it effectively. The study proposes one important approach for counterideology, suggests partners, and highlights pitfalls. It also addresses the link between grievances and counterideology, and the role of non-Muslims in counterideology. The study does not provide a comprehensive perspective on counterideological work but provides the framework within which counterideological work against Muslim terrorist groups may be flushed out.

Summary/Abstract |
Since 2001, the Kingdom of Saudi Arabia has been fighting domestic terrorism and adopting policies and strategies in countering radicalism and terrorism. How effective are these policies, strategies, and tactics in combating terrorist ideology, reducing the number of terrorist activists and sympathizers, as well as preventing terrorist acts in the Kingdom? Although the government’s roles and efforts in counterterrorism programs are fruitful and advantageous, further strategic actions are necessary.
