Summary/Abstract The ASEAN Community (AC) and its subdivision, the ASEAN Political Security Community (APSC), were officially created on December 31, 2015. In practice, however, the APSC was established only slowly and ineffectively in 2016, especially where territorial disputes in the Eastern (South China) Sea were concerned. The main reasons for this were not only the disordered structure of the ASEAN Community itself but national egoism, lack of political will among AC leaders, and the policy followed by large powers outside the region as well.

Summary/Abstract The article examines the process of establishing a multilateral strategic partnership between the People's Republic of China and the European Union and gets to the heart of the main problems that stand in the way of Beijing and Brussels drawing closer in the future. The author concludes that resolving existing issues would be conducive to rapid completion of the negotiations on a new comprehensive agreement would, along with the creation of conditions favorable to the development of bilateral relations in the 21st century.
