Summary/Abstract The paper discusses a still more obvious foreign policy dilemma facing Denmark: On the one hand, Denmark has made a proactive foreign policy decision to pursue a strategy of influence with the European Union as the most important international forum. On the other hand, Denmark has chosen to stay outside the increasingly important cooperation on defence policy within the EU. As a small state, Denmark is opting for a multilateral strategy, but it has deliberately chosen to limit its commitment to the same forum. A combination of adaptation theory and theory of small states informs the analysis. It is argued that the Danish opt-out sends an unclear and inconsistent signal to Denmark's partners which again hampers the possibilities for using Danish coalition power within the EU. Nevertheless, contrary to both theoretical expectations and common sense intuition, there is little to suggest that the opt-out has had negative consequences for Denmark's influence on capabilities in the EU.

Summary/Abstract Using the empirically driven case study of the European Union's response to the Bosnian civil war 1992–95 this article assesses the effectiveness of the Common Foreign and Security Policy (CFSP), through Christopher Hill's ‘capabilities–expectations gap framework’. In assessing effectiveness it explores both the expectations placed on the EU and the capabilities the Union was able to deploy. Moreover, this research suggests that the EU was ineffective in responding to the Bosnian crisis. The EU pursued a rigid strategy of diplomatic and economic foreign policy, failing to generate the political will to attempt alternative approaches. This research argues that the capabilities–expectations gap framework is a useful tool for conceptualising the EU's effectiveness but that it under-specifies the importance of the end result of the policy.

Summary/Abstract The article discusses the emergence of a Russian version of the Bush doctrine in the Commonwealth of Independent States (CIS) and Russian officials’ conceptual stretching of the strategic culture embodied in the National Security Concept (NSC) and the Military Doctrine (MD) from 2000 onwards. While these documents seem to cherish multilateralism and United Nations (UN) primacy in questions of global and regional security, terrorist attacks on Russia proper have engendered a more assertive approach to regional security issues in the Caucasus and Central Asia and brought Russian officials to consider unilateral pre-emptive strikes against terrorist bases. In the case of the Caucasus, Russia has been striking against terrorist bases on Georgian territory and contributed to constructing a failed state, whereas in the Central Asian case, Russia has sought to revitalise the defunct CIS security framework and pledge assistance to ‘allies’ in the fight against terrorism. The article argues that the war against terrorism has given Russia a new footing in the CIS. The issue of security is more salient, as is the reliance on military force to facilitate it.

Summary/Abstract The article analyses the processes and outcomes of military reforms during the two Schröder governments (1998–2005). These reforms are the litmus test for Germany's willingness and ability to play an important role in crisis-management tasks as part of NATO, CESDP and the UN. The study argues that, despite its strengths, the concept of strategic culture provides only a partial explanation of military reform in Germany. The article illustrates the strongly self-referential nature of Bundeswehr reform, despite adaptational pressures from the EU and NATO and the role of ‘international structure’. The domestic politics of base closures, ramifications for social policy, economic and financial restrictions consequent upon German unification and commitment to EMU's Stability and Growth Pact were critical in determining the outcomes of the reform processes undertaken by Defence Ministers Rudolf Scharping and Peter Struck. The study also draws out the important role of policy leaders in the political manipulation of reform as entrepreneurs, brokers or veto-players and in controlling the extent of adaptational pressure from NATO and the EU. In doing so, the article shifts the focus of leadership studies in Germany away from the Chancellor to an examination of the role of ministerial and administrative leadership within the core executive.

Summary/Abstract The tenth anniversary of the massacre of 7–8,000 Bosnian Muslim men and boys at Srebrenica in July 1995 set in stark relief the continuing salience of war crimes in the political life of Bosnia and Herzegovina. With the country now firmly on a path ‘from Dayton to Brussels’, dealing with the war crimes legacy is critical to its future development. Cooperation with the International Criminal Tribunal for the Former Yugoslavia (ICTY) is a non-negotiable condition for further progress toward membership of the European Union and NATO's Partnership for Peace, while in the long-term, dealing with the legacy of war crimes is crucial to establishing lasting peace in Bosnia and in the region. This article examines the potential contribution of the ICTY to the restoration of peace in Bosnia in the context of debates about the role of post-conflict justice in societies in transition from war to peace and in the context of the international community's use of the war crimes issues as a political bargaining tool. It will be argued that the two are inextricably linked as short-term pragmatic advantages brought by cooperation work in tandem with longer-term goals of peace and reconciliation.
