Summary/Abstract
Indian strategic culture has manifold influences and one such is the thinker Kautilya. This article discusses the teachings of Kautilya as compiled in his book The Arthashastra and argues that his ideas are important for the understanding of Indian strategic culture. While history shows his teachings were popular amongst statesmen, it is in independent India's policies that one sees a manifestation of Kautilyan thinking and the article calls for a thorough reading of The Arthashastra as India becomes a key player in international politics.

Summary/Abstract
This article examines how the global proliferation of ballistic missiles armed with weapons of mass destruction is reshaping future conflicts by introducing more widely the means of modern strategic warfare that were once the purview of a small number of states. This transformation in the security environment holds profound consequences for the United States. Continued American engagement abroad will progressively expose the U.S. to a wider range of homeland, as well as regional, dangers from these weapons. Consequently, the United States is reexamining the potential contribution of defenses against ballistic missiles and how such capabilities may better enable it to meet future military risks and its security commitments at an acceptable cost.

Summary/Abstract
This paper argues that it was the flawed design of the Comprehensive Test Ban Treaty (CTBT) rather than the conventionally ascribed reasons of security, international status, or domestic imperatives that provided the necessary incentive for India to conduct nuclear tests in 1998 before the treaty foreclosed such an option altogether. The mandatory nature of the entry-into-force (EIF) clause of the CTBT was a departure from other international agreements in that membership was not voluntary. This suggests that any regime that impinges on a state's sovereign right to make security decisions on behalf of its people is likely to meet failure by formal or informal defections.

Summary/Abstract
No ancient scholar made a larger contribution to both the theoretical and practical understanding of grand strategy than did the Athenian historian Thucydides the Alimousian. This paper reconstructs the historical context of his History by analyzing it through the multidisciplinary lenses of strategic theory. It highlights the basic "bones of contention" in the historical debate of the last 150 years concerning the causes of the war; the systemic and bilateral balance of power; the political, economic, military and diplomatic parameters that influenced its outcome; and the efficiency of the major alternative strategies followed by Athens and its main adversaries throughout the duration of the conflict.
