Summary/Abstract Imaging sensors operating in infrared (IR) region of electromagnetic spectrum are gaining importance in airborne automatic target recognition (ATR) applications due to their passive nature of operation. IR imaging sensors exploit the unintended IR radiation emitted by the targets of interest for detection. The ATR systems based on the passive IR imaging sensors employ a set of signal processing algorithms for processing the image information in real-time. The real-time execution of signal processing algorithms provides the sufficient reaction time to the platform carrying ATR system to react upon the target of interest. These set of algorithms include detection, tracking, and classification of low-contrast, small sized-targets. Paper explained a signal processing framework developed to detect and track moving point targets from the acquired IR image sequences in real-time.

Summary/Abstract The Plutonium Management and Disposition Agreement between the United States and Russia makes arrangements for the disposal of 34 metric tons of excess weapon-grade plutonium. Under this agreement Russia plans to dispose of its excess stocks by processing the plutonium into fuel for fast breeder reactors. To meet the disposition requirements this fuel would be burned while the fast reactors are run as burners, i.e., without a natural uranium blanket that can be used to breed plutonium surrounding the core. This article discusses the potential application of antineutrino monitoring to the verification of the presence of a breeding blanket. It is found that a 36 kg antineutrino detector, exploiting coherent elastic neutrino-nucleus scattering and made of silicon could determine the presence of a breeding blanket at a liquid sodium cooled fast reactor at the 95 percent confidence level within 90 days.

Summary/Abstract We investigate the problem of detecting the presence of clandestine neutron sources, such as would be produced by nuclear weapons containing plutonium, within cargo containers. Small, simple, and economical semiconductor photodiode detectors affixed to the outsides of containers are capable of producing statistically robust detections of unshielded sources when their output is integrated over the durations of ocean voyages. It is possible to shield such sources with thick layers of neutron-absorbing material, and to minimize the effects of such absorbers on ambient or artificial external neutron fluxes by surrounding them with neutron-reflective material.

Summary/Abstract Security of supply concerns are at the forefront of the public debate. The pandemic and post-pandemic times have demonstrated that preparing for global shocks requires the quick availability of some essential goods and services, including energy. Private incentives are typically insufficient for an economy to be prepared for rare events with large negative impacts. Instead, governments and preferably supranational institutions should implement mechanisms that make sure that prevention, detection and mitigation measures are taken. The economics of electricity capacity mechanisms provides valuable lessons for the provision of essential goods in such events, which need to be complemented with other elements aimed at mitigating the causes and impacts of potential crises.
