International forces in Afghanistan are preparing to hand over responsibility for security to Afghan soldiers and police by the end of 2014. U.S. President Barack Obama has argued that battlefield successes since 2009 have enabled this transition and that with it, "this long war will come to a responsible end." But the war will not end in 2014. The U.S. role may end, in whole or in part, but the war will continue -- and its ultimate outcome is very much in doubt.

America's experience of fighting while negotiating in the Korean War and the Vietnam War offers valuable lessons for understanding the current peace talks in Afghanistan: the adversaries are averse to making concessions; violence is a bargaining tool; the fate of captives can derail negotiations; alliances may be strained; broader regional dynamics are critical, and the peace process is imbued with symbolism.
In 2010, with the blessings of U.S. and British intelligence, the Afghan regime engaged in high-level peace talks with a senior Taliban leader, Mullah Akhtar Muhammad Mansour. Unfortunately, after handing over tens of thousands of dollars to encourage Mansour's participation, the supposed Taliban leader turned out to be an impostor. Who sent him, and for what reason, is unknown-although suspicions have fallen on the Pakistani intelligence services.

US President Barack Obama's announcement, late last month, of a new policy direction for Afghanistan and Pakistan was preceded by talk of an exit strategy as well as by rumours that drone attacks would be extended beyond the present target areas, into Balochistan. In the event, the announcement itself did not directly address either of these areas. It did, however, signal an arguably more realistic approach to the region, which was immediately welcomed by the governments in Kabul and Islamabad.
