Summary/Abstract Since the signing of the Comprehensive Peace Agreement in 2005, the government of South Sudan has sought to neutralise the threat that armed groups pose to stability through their integration into the Sudan People's Liberation Army (SPLA), rather than coercion. Although successful in part, this approach has nevertheless led to the continued proliferation of armed groups. In this article, Lesley Anne Warner analyses how the government of South Sudan and the SPLA have administered the amnesty and integration process, concluding that military integration is a process that is managed, but not yet fully mastered.

Summary/Abstract A growing number of NATO countries suspended compulsory military service during the past decade or are now phasing it out, moving to an All Volunteer Force (AVF). An AVF can free resources available for investment in up-to-date equipments, thus improving operational capabilities. Our paper investigates shifts in NATO military expenditure shares on personnel, equipment, infrastructure and other costs over the period 1970-2008 and explores the impact of the transition to AVFs on these shares of the defence budget. Results suggest that while the end of conscription did not reduce the share of spending on personnel, NATO forces are increasingly less reliant on soldiers and more on capital.

Summary/Abstract Although military and civilian personnel work closely together in defense organizations, they are subject to different human resources practices and conditions of service. Assessments of military personnel along a range of job characteristics are examined to identify areas in which they assess themselves as “better or worse off” than their civilian counterparts, and how these comparisons relate to perceptions of fairness using data from Belgium, Canada, and the Netherlands. Military personnel reported meaningfulness/support aspects (e.g., meaningful work) as similar for military and civilian personnel, indicated that negative impacts (e.g., risk of injury) were greater for military, and perceived variability in instrumental benefits (e.g., pay, advancement). Upward social comparison (i.e., seeing oneself as worse off) was related to lower perceived fairness, whereas downward social comparison was related to higher perceived fairness. This research informs mechanisms for promoting perceptions of fairness and enhancing military–civilian personnel relations in defense establishments.

Summary/Abstract Ageing workforces due to low fertility rates and higher life expectancies challenge modern industrialized economies. In order to secure economic welfare and to balance public budgets, governments worldwide implement reforms to increase the retirement age. The trend towards a higher retirement age confronts defense sectors that for centuries have been in search of an age structure characterized by ‘youth and vigor’. In this article, we study the economic gains to society when the special retirement age for military personnel in the Norwegian Armed Forces is increased. Combining the literatures on pension, personnel, and military economics, we identify mechanisms crucial to the outcome of a special retirement age reform. Monte Carlo simulation is applied to illustrate the potential impact on the economic net gains of uncertain variables. We find that an increase in the retirement age provides substantial net benefits to society, even under fairly negative assumptions about the consequences for retention, motivation and efforts, and the value of elderly personnel in the Norwegian Armed Forces.

Summary/Abstract In the wake of the Canadian government’s pledge for a renewed role at the United Nations (UN) notably by reengaging in peacekeeping activities, this special issue focuses on Canada’s added value to peace operations. Our aim is to identify the goals, challenges, and stakes for Canada’s reengagement in peace operations as a central component of foreign and defence policy. One of the first questions to ask is how can Canada contribute to peace operations which are now characterized by more complex security environments, in a way that is consistent with its interests, resources, and capacity? The second question relates to Canada’s engagement in peace missions in the context of a continuously evolving technological landscape. Finally, we address defence planning, equipping the Canadian Armed Forces, and managing personnel, as they relate to UN operations. The time is ripe to revitalize the debate on peace operations and analyze Canada’s capacity in this area.
