Recent political reforms in the Gulf Arab countries have been variously understood as regime survival strategies, correlates of economic globalisation, and even the end result of US pressure to democratise. This paper examines the possible role played by the introduction of modern information and communication technologies (icts) in stimulating political liberalisation in the Gulf Arab states. Rather than attempting to quantify their democratising impact, this paper utilises the concept of agency, examining how the range of agents of ict production and diffusion in the region have sought to influence the actual impact upon political space. It concludes that modern icts have demonstrated the potential to expand the existing public sphere, and to create new opportunities for liberal political activity. However, the particular configuration of agency in the countries in question has meant that the state and its allies have retained a significant degree of control over the extent and nature of the political space, a process in which local society may have in some instances collaborated. Thus, while the introduction and diffusion of new icts may have contributed to the pressures which led to some of the political reforms in evidence in the Gulf Arab states, one cannot argue that they amount, at least as yet, to a sustained and effective attack on illiberal political structures. The first part of this paper surveys the existing body of literature in an effort to devise a framework for the subsequent study of two principal contemporary icts (satellite television and the internet) in the Gulf Arab states.

The transformational impact of information technologies changes the dominant meanings of the identity and interests of global actors. These transformations cannot be ascertained through technology's impact upon the capabilities of actors as understood in traditional accounts of power. The concept of meta-power explains the new meanings, which come about in global politics from an increasing number of perspectives and interactions facilitated through information exchanges and learning. Especially when information technologies diffuse or decentralize relations across global actors, we would expect that increased interactions among them would allow new meaning formation to increase. Individual and social identities are no longer singular or linearly consistent through time, and global politics reveal multiple meanings for the issues and actors in question. Illustrative examples are provided for individual-level identity formation and for the implications for global politics in networked environments.

The paper analyzes the foreign practice of CALS (Continuous Acquisition and Lifecycle Support) contracts. It offers a conceptual model of controlling the life cycle of products, which is to include the professional training of communication combat unit personnel of Navy surface ships (SS). It recommends creating a virtual learning environment for Navy specialists when taking up end-to-end lifecycle contracts. The authors conclude that these measures are necessary.

I use data from the World Input-Output Database and show that trade in information technologies (IT) has a significant contribution to the growth in foreign intermediate goods in the 2001–2014 period. China has strongly contributed to the rise in trade in IT and has become one of the major foreign suppliers of IT. I merge these data with the EU KLEMS database and EU Labour Force Survey and obtain a dataset of 12 European countries and 2001–2007 period. I show that IT imports from China are associated with lower IT prices in European countries. The fall in IT prices has increased the demand for high wage occupations and reduced the demand for medium wage occupations. Nearly 25% of the variation in the demand for occupations can be attributed to the trade with China.
