| Summary/Abstract |
The transformation of Saharan populations into an object of global security is analysed as a specific instance of security's expansion globally, as well as of its merger with development, understood as a side-effect of the former. It is shown that the search for threats in the Sahara, and the establishment of surveillance apparatuses, is a precondition for the detection and discursive production of these threats. Security, through its production of knowledge, manages to objectify what had hitherto constituted a borderland of knowledge and government. The securitization of the Sahara and its populations creates a field of intervention for diverse agents of security and development. However, it does so not as part of a coherent global regime of control, but on its own specific and random terms, within a political economy of danger that is the product of discursive and material struggles. The securitization of the Sahara, it is argued, should be seen as actually existing security - that is, a complex of security practices serving diverse interests, with contradictory and open-ended outcomes

| Summary/Abstract |
In the literature on post-conflict reconstruction, the intervention in Iraq has been understood as an exception to, if not an aberration from, contemporary state-building. This article argues that whether Iraq is an exception to, or the epitome of post-conflict reconstruction depends on the genealogy one attributes to the latter. Denying that Iraq is an exemplary instance of contemporary reconstruction means neglecting the continuities of state-building from interwar trusteeship via Germany and Vietnam to the contemporary reproduction of the neoliberal model - continuities which the example of Iraq exposes more clearly than prior cases. An outline of the genealogy of state-building and an analysis of Iraqi reconstruction both point to the reproduction of a hegemonic international order as the rationale of statebuilding now and then.

| Summary/Abstract |
While security risks to energy infrastructure and supply are frequently cited as a source of concern in the public debate on Europe's energy relationships with North Africa, few academic publications have addressed the issue to date. This article focuses on two potential threats to energy security in the North African context: first, intenational disruption of energy supplies by governments; second, attacks by non-state actors on energy infrastructure. Based on an analysis of North African security and energy geopolitics, the article provides an assessment of these threats as they have materialized with regard to existing energy industries, particularly oil and gas. The article then seeks to apply the findings to renewable energy schemes that are currently being discussed and developed, gauging the likelihood and impact of such threats materializing in respect to various technologies, and differentiating between different states of the region. Finally, the article provides recommendations for policy and further research needs for a successful common European-North African energy future.
