Summary/Abstract |
This study explores collaboration between state actors and non-state specialists in the market for coercion. We focus on the case of forced evictions in South Korea, where violence carried out by private companies has occurred with the implicit, and at times explicit, sanctioning of the state. This level of government–private security cooperation has traditionally been explained by various hypotheses, including arguments about the weak capacity of a state to enforce compliance, trends in the neo-liberal marketization of state power, or as the outcome of a state being captured by the capitalist classes. Documenting the history of urban redevelopment projects and changes in government responses to major protest incidents in Korea, we instead argue that this niche market for private force is an observable implication of a shift in state–society relations in the wake of democratization. This phenomenon is, in effect, a very undemocratic response to democratization, by state elites.

Summary/Abstract |
This study examines social interventions into the everyday life of residents, families, and communities during a redevelopment project in an old town neighbourhood of Guangzhou. It further analyses how citizen activism unfolds in response to these redevelopment interventions. To better understand contention over the renewal of an old town neighbourhood - beyond negotiation of compensation for economic losses - the study is structured by a recognition-theoretical model of social conflict following Axel Honneth and Nancy Fraser.

Summary/Abstract |
Existing literature on China's urbanization focuses primarily on the expansion of cities and towns, with little attention being paid to urban renewals. The wasteful use of urban land has conventionally been attributed to the ambiguous definition and ineffective protection of property rights. This study examines recent practices in urban redevelopment in Guangzhou – a site chosen by the central authorities to pilot urban renewals (sanjiu gaizao). The research identifies a local practice in which institutional changes are made not in the delineation of land property rights but instead in the redistribution of the benefits to be made from land redevelopment. Current users of the land are offered a share of the land conveyance income previously monopolized by the state as an incentive to encourage them to engage in urban renewal. Land-use intensity and efficiency have increased, along with social exclusion and marginalization. Research findings cast doubt over the perceived notion that the uniform and unambiguous definition of property rights is the prerequisite for improved land-use efficiency and call for a critical evaluation of the current urban renewal policies that completely ignore the interests of the migrant population who outnumber local residents by a large margin.

Summary/Abstract |
Two Community Development Corporations (CDCs) in Oakland, California, anchor the following analysis. These legally homogenous organizations have implemented similar "low-income" redevelopment projects widely hailed as representing a single successful blueprint for urban revitalization. Despite their similarities, however, these entities have produced starkly different socio-economic outcomes-a phenomenon traced to the CDCs' divergent internal structures and the contrasting external contexts of their development activities. These variations generated competing "logics" of redevelopment. On one hand, we find a CDC dominated by market-oriented interests and the economic logic of exchange-values, while on the other, we find a CDC dominated by community-oriented interests and the social logic of neighborhood use-values
