Summary/Abstract The government of India has been repeatedly stating that one of the objectives of the defence procurement procedure is to demonstrate the highest degree of probity and public accountability, transparecy in operations, free competition and impartiality. However, the position in actual practice is totaly different. Since the signing of the 1.4 billion dollar contract with AB Bofors on 24 March 1986, for the supply of over 400 howitzers, India has been able to conclude successfully any high value deal during the last 30 years in an open competition. Every endevour had to be aborted mind way. Cancellation of helicopter deal for Eurocopters and 155 mm gun deal with Denel, are recent examples.
