| Summary/Abstract |
As a promising field of inquiry to understand the nexus between migration and foreign policy, migration diplomacy is rich with studies focusing on the agency of countries in the global South, highlighting the effect of power asymmetries, as well as the existence of a wide range of migration diplomacy practices. This article proposes to take these important contributions even further by opening the field to a wider range of theoretical and epistemological approaches. In particular, this analysis highlights the ahistorical nature and eurocentrism of the field and the extent to which it is based on an unrooted conception of power asymmetries. It also calls for a stronger critique of the field’s focus on material interests, as well as the implicit prioritization of states’ interests. The article encourages further research based on the historical colonial/imperial positionality of different actors to highlight both past and current, visible and invisible practices of migration diplomacy.

Despite a recent resurgence in research on the politics of migration, foreign policy analysts have yet to approach cross-border population mobility as a distinct field of inquiry. Particularly within the Global South, scant work has theorised the interplay between migration and interstate bargaining. This article proposes the framework of migration diplomacy to examine how mobility features in states’ issue-linkage strategies, in both cooperative and coercive contexts. Drawing on Arabic, French and English primary sources, it empirically demonstrates the salience of its framework through an analysis of Libya’s migration diplomacy towards its Arab, African and European neighbours under Muammar Gaddafi.

| Summary/Abstract |
Academic and policy debates on migration and refugee “crises” across the world have yet to engage fully with the importance of cross border population mobility for states' diplomatic strategies. This article sets forth the concept of “migration diplomacy” as an object of analysis for academics and practitioners alike, distinguishing it from other forms of migration-related policies and practices. It draws on realist approaches in international relations to identify how the interests and power of state actors are affected by their position in migration systems, namely the extent to which they are migration-sending, migration-receiving, or transit states. The article then discusses how migration issues connect with other areas of state interest and diplomacy, including security interests, economic interests and issues of identity, soft power, and public diplomacy. Finally, the article suggests the utility of applying a rationalist framework based on states' interests in absolute versus relative gains as a means of examining the bargaining strategies used by states in instances of migration diplomacy.

| Summary/Abstract |
This paper discusses land issues in a specific Ivorian context: that of a former no man's land located in lower Côte d'Ivoire. In this region, one does not find the autochthon-migrant dichotomy that generally structures the land issue in southern Côte d'Ivoire. This situation therefore offers an opportunity to document the conditions of access to land and inter-ethnic relationships in a situation characterised by the lack of autochthonous stakeholders. In this context, land rights and land transfers have been moulded by the interplay between migration flows, the dynamics of the smallholder plantation economy, and the rise of land markets. The picture that results is a patchwork, in terms of ethnic land control, where land rights are quite secure. The crucial land issue arises from the active land lease market, with a large acreage of land rented out to Burkinabè pineapple producers - again, without major conflicts. This situation is contrasted with the neighbouring Abouré country, where a conflict over tenancy practices arose in 2001
