Summary/Abstract This analysis contributes to the body of research testing the effect of mobile phone availability on the probability of violent conflict by shifting the unit of analysis to that of distinct ethnic groups. This approach provides two important advantages. First, it tests the robustness of this relationship by determining whether this effect maintains when shifted to a more rigorous and theoretically appropriate level of analysis. Second, shifting the analysis to the group level also enables tests of specific characteristics that may condition the effect of mobile phone availability on violent collective action. The first set of characteristics test whether mobile phone availability primarily increases a group’s opportunities to engage in violent collective action as a result of decreased organizational costs due to diminished communication costs. The second set of characteristics explore whether mobile phone availability makes violent collective action more likely as a result of increasing a group’s motivation to organize, thanks to enabling more efficient communication about shared grievances between group members. The results yield mixed support for both of these potential mechanisms, providing needed insight into the dynamics at play in this relationship – a matter that very much remains in the ‘black box’ at this point in time.

Summary/Abstract There are a growing number of blockchain applications in energy systems, but surprisingly little is known about their direct energy demand outside of cryptocurrency applications. Addressing this knowledge gap should be a key policy priority so that the energy use of blockchain systems can be better understood and managed as applications proliferate. To help policy makers and energy analysts achieve this goal, this article makes three contributions. First, we present a brief review of blockchain system components, energy demand drivers, and emerging applications to provide a common conceptual foundation. Second, we propose best practices for energy analysis of blockchain systems and identify best practice lapses in previous literature that presently cloud our understanding of energy use. Finally, we propose priority research areas to address identified lapses and knowledge gaps, which would ensure future research produces data and estimates that are maximally relevant to energy policy decisions.

Summary/Abstract Information and communication technology (ICT) programs like Microsoft PowerPoint and Apple Keynote have become the norm for large university lecture classes, but their record in terms of student engagement and active learning is mixed at best. Here, the author presents the merits of a "populist" lecture style that takes full advantage of the variety of features available from the latest generation of ICT programs. Based on visual variety, audio and visual sound bites, and the incorporation of humor and pop-cultural references, this populist approach not only facilitates greater student attention and engagement with the class materials, but also offers unmatched opportunities for extending student learning beyond the confines of the large lecture hall.

Summary/Abstract Technology has always played the key role in defining the outcome of war. A modern-day military is investing in cutting-edge technologies to leverage their benefits in the evolving nature of warfare, which encompasses every aspect of science. In the case of information and communication technology (ICT), the research and development has unleashed vast potential for civilian and military applications, which vary from simple logic execution to high-end supercomputing. As cloud computing has made inroads in the operations of private sector, it is slated to perform a central role in the functioning of governments and defence and security agencies. Under the aegis of ICT, the emerging cloud computing can find applications in defence sector as it offers numerous advantages over traditional information technology (IT) systems such as scalability, agility and interoperability. The article is an attempt to identify the key defence operations where cloud computing could help in addressing the IT needs while keeping the acquisition and maintenance costs at minimal. It brings in the concerns and challenges lying ahead in the way of adopting cloud computing while taking stock of initiatives taken by the governments of leading militaries of the world.
