The XV session of the Asia-Pacific Parliamentary Forum (APPF) was held in Moscow on January 22 - 25, 2007. The event was extraordinary not only by parliamentary but also by general Russian standards. For the first time, representatives from the highest legislative organs of 23 countries in the region gathered in Moscow for a comprehensive and thorough discussion of issues of common interest to the nations of the Asia-Pacific Region, and to draft a parliamentary program for joint efforts to combat contemporary challenges and threats

Summary/Abstract |
ASEAN's political elites agree that no one nation in the world, however, strong, can cope on its own with the formidable and ever growing transnational problems. There should be therefore as much as possible collective efforts to put in place a powerful regional community in the shortest space of time. This is the only way to harness globalization's advantages, hold out and achieve the development rate appropriate under global competition.

Russia and Vietnam are engaged in long-term, mutually beneficial, and comprehensive cooperation in the fuel and power industries, including production cooperation in the oil and gas industry, technological and economic collaboration in building hydro-, thermoelectric, and nuclear power generating plants, in coal mining, construction of electric power grids and pipelines, and in training skilled workforce for Vietnam. The author surveys the principal stages and fine points of cooperation between Russia and Vietnam in the power industry over nearly sixty years and identifies trends for future collaboration in this industry.

Summary/Abstract |
The article discusses the Soviet-Vietnamese and Russian-Vietnamese relations from the time of the establishment of diplomatic ties between our countries in 1950 up to the present against the background of historical developments in the Asia-Pacific Region and Southeast Asia. It shows the significance of Soviet assistance to the Vietnamese people at all stages of their two wars of Resistance, and also in peaceful construction. The present state of the relations between the Russian Federation and the Socialist Republic of Vietnam is characterized by all-round mutually advantageous cooperation which successfully develops on the principles of strategic partnership with due account of the national interests of the two countries.
