Summary/Abstract Wealth and power have steered global prestige from East to West and back again. History's serial relocations of economic growth and corollary power changed the character of the South China Sea into a conflictual conduit for Eastern and then Western colonialism, a strategic sea space in world war, and now a cockpit of contest to maintain or revise the rules-based international order. For the first time in several centuries, a Chinese blue water navy is projecting power across the Indo-Pacific and prosecuting a national maritime security strategy to transform the South China Sea into China's sovereign territory. In large part, the winner of the Sino-American struggle for preponderance in the South China Sea will steer the course of the twenty-first century in the Indo-Pacific.

Summary/Abstract There has been much controversy about the effectiveness of military command in Iraq and Afghanistan. Contributing to these debates, this article examines the changing character of twenty-first century command through the example of Operation Moshtarak. Mostharak was a major operation conducted to secure Kandahar City in 2009–10 by Combined Joint Task Force-6, commanded by Major-General Nick Carter, that acted as the International Security Assistance Force’s Regional Command (South) in this period. The paper explores Carter’s distinctive decision-making method during this campaign to argue that Carter exemplifies a more collective method of command than typically adopted in the twentieth century.

Summary/Abstract Two examples from recent British campaigns, the first from the Falklands War of 1982 and the second from the Iraq War of 2003, are used to consider attempts by civilian policy-makers to influence the conduct of ongoing military operations as a result of frustration with slow progress. Both cases highlight the importance of the higher command structures as providing a buffer between the government and local field commanders, and show the problems that can result when key strategic questions are left unanswered in the run-up to a campaign.

Summary/Abstract In this article, we address the often ignored issue of quality standards for doctrine. In doing so, we contribute to the existing literature on military doctrine, since much of previous research has focused on outlining the effects of doctrine or the causes of particular doctrinal content, rather than how we should measure its quality. The predominant way of understanding quality of doctrine is based on the rationalist understanding of doctrine as a force multiplier. However, rationalist aims do not necessarily tell us anything about the contents of doctrine. Hence, a doctrine can be seemingly of high quality, but ultimately impede or lead armed forces astray. Rather than focusing on the utilitarian side of doctrine, we suggest that doctrine should mainly be understood as articles of faith or a belief system. And thus the quality of doctrine becomes inextricably linked to military norms and military identity. Writing doctrine thus becomes part of ritual, rather than reason.
