This essay is a revised and expanded version of a paper delivered at the 2006 ISA annual meeting in San Diego, California, March 22-25 that was published in The Whitehead Journal of Diplomacy and International Relations (vol. 7, No. 2, pages 111-127). I would like to thank Robert Gilpin, Alex Mintz, David Blainey, Galia Press Bar-Nathan, Marcia Harpaz, Yael Krispin, Orly Kacowicz, Salomon Bergman, Eytan Meyers, Orit Gal, and the readers and editors at the John C.
