Summary/Abstract |
THE SPACE of the Commonwealth of Independent States (CIS) remained a Russian foreign policy priority in 2009. These countries are our close neighbors and strategic partners with which we have common tasks of economic development and modernization, ensuring regional security and achieving a more just world order. Respective principles have been repeatedly confirmed at the highest possible political level, including in D. A. Medvedev's programmatic article, "Forward, Russia!" which was published in September 2009. The correctness of this line was confirmed by the overall development of international processes in 2009, characterized by the growing regionalization of global politics not least under the impact of a global financial and economic crisis and movement toward a polycentric international system.

The article discusses recommendations to make the activities of the Russian Armed Forces environment friendly. Topics discussed include details of the environmental safety doctrine for the Armed Forces' activities, development of general standards of environmental safety of weapon and military equipment systems and complexes, constraints to reform. Recommendations include a process approach Armed Forces Environmental Safety Manual and regulations for environmental safety maintenance agencies.

The author offers opinions on foreign relations between Russia and Fiji. The 40th anniversary of the establishment of diplomatic relations between the Soviet Union and Fiji is cited as a milestone in those relations. Significant improvements in relations are said to have been created since 2008 as part of Fiji's decision to become more active in international relations. Russia is seen as one of Fiji's most important bilateral relationships.

A major but little talked about oil-related event is that last year Kurdistan launched a pipeline that will run through Turkey. This is a harbinger of big geopolitical change. Over the past few decades, the energy sector has regained its footing - this is a great achievement. In the last ten years, exports of oil doubled in
comparison with the Soviet period. During the same time, oil prices rose nearly five times. Production
increased from 340 million to 520 million tons per year. These are very decent numbers, a good result. Many infrastructure projects were implemented, helping to double exports of oil. Baltic pipeline, the Caspian Pipeline Consortium, terminals, gas infrastructure, Nord Stream, the Eastern Siberia-Pacific Ocean pipeline - these are all very serious projects, the base for the future. There are new projects launched, and a part of fields put into operation.

The backbone of the Soviet economy was built during the period of industrialization before 1940, and in the post-war period from 1945-1960.Then the system failed after reaching its peak of growth in the 1970s. The decline dragged on until 1998. Russians paid a high price in the 1940s and the 1950s for building the foundation of a national industry, and civil freedoms in the 1990s. It is only now that the new Russia has a truly excellent opportunity to develop into a strong and prosperous country.
