Summary/Abstract |
In Togo, the opposition movement behind the anti-government protests that broke out in 2017–2018 appears to reflect a greater role for Islam in politics. Tikpi Atchadam, leader of the Parti National Panafricain, was the preeminent figure in the movement, having built a solid grassroots base among his fellow Muslims. This article examines the unique role that Muslim leaders played in these protests, as well as the Faure Gnassingbé regime's strategic response. The ruling party made spurious claims against Muslim opponents, associating them with a dangerous wave of political Islam. I argue that by portraying Atchadam as the leader of a radical ethnic and religious movement with Islamist goals, Faure Gnassingbé and his supporters sought to weaken this emerging challenger and deter members of the public from backing calls for political change. The strategy also helped garner support from Western countries while simultaneously driving a wedge between Muslim community leaders.

Summary/Abstract |
This article, is about an attempt by women in Togo to use a sex strike to end the country's political impasse. The concept dates back to the ancient Greek comedy Lysistrata by Aristophanes, first presented publicly in 411 b.c. More recently, a sex strike had been used with some success in Liberia that inspired Togolese women to attempt this method of non-violent action. The Togolese experiment, however, ended in failure. This article discusses reasons for the failure, including inadequate preparation and miscommunication and the neglect of the political, economic, and social context of Togo.

Summary/Abstract |
This paper seeks to broaden the framework for understanding the many different roles that traditional leaders play in their communities in sub-Saharan Africa. Using data from an original public opinion survey along the Ghana–Togo border, we find that one of the most important roles of the chieftaincy is to maintain law and order: resolving disputes and keeping the community safe from crime. However, we also find considerable variation in what chiefs are expected to do, how effective they are performing their various tasks, and how much authority they wield in doing so – both over their own subjects as well as over local government officials. We explore several potential sources for this variation, finding that chiefs in Ghana, a former British colony, are expected to do more jobs, are perceived to be more effective, and hold more upward power over local state officials compared with their counterparts in Togo, a former French colony.

ON FEBRUARY 15-17, 2021, Robert Dussey, Minister of Foreign Affairs of the Togolese Republic, paid a working visit to Russia. As part of the visit, full-format bilateral talks with Russian Foreign Minister Sergey Lavrov took place in St. Petersburg on February 16. "This is a historic day," the Russian minister told his Togolese counterpart. "Today, we are welcoming you on the first-ever visit by the head of the Foreign Ministry of Togo to the Russian Federation."

Summary/Abstract |
The party system literature has generally paid little attention to whether traditional beliefs have any impact on voters’ electoral behavior and the stability of party systems. The purpose of the present study shows that the stability of party systems and the pervasiveness of traditional beliefs go hand-in-hand. This article is expected to advance the scholarly understanding of the political consequences of traditional beliefs by showing that voters who hold traditional beliefs or engage in traditional practices are not simply less likely to have pro-democratic attitudes or have a greater appreciation of dictatorial rule, but also more likely to vote for ruling parties in elections. The evidence presented in the article sustains a basic claim; namely, that the pervasiveness of traditional beliefs in Togolese society should be regarded as one of the determinants of the party system's stability.
