Summary/Abstract REFORMING the global governance system to make it more efficient is a top item on the world's agenda. It is essential not only for dealing with various global issues but also for developing the rules and course for the international order and system. It is not only pivotal to the vital interests of all countries, and it is not only a matter of prosperity or decay and life and death of a nation. More importantly, it is a factor of global peace, stability, development, and prosperity, and can be described as the core of our times, something that affects all nations. Although globalization, the development of multipolarity and information technology (IT) penetration are key trends in today's world and are rapid processes, global governance still lacks efficient mechanisms for dealing with serious challenges. There are various reasons for this.

Summary/Abstract This study examines the use and spending effects of land-transfer revenues in Chinese local governments. It tests the effects of such revenues on local revenue and expenditure structures using city-level budgetary data, and also the effects on the performance of public spending on economic and social development to indirectly estimate the actual spending preferences of local governments in terms of their “total” (both on- and off-budget) spending. The author found that land finance is more of an eastern phenomenon; and most cities in China still rely on budgetary revenues and intergovernmental transfers. Land-transfer revenues tend to be used to support local economic development rather than social development.

Summary/Abstract CHINESE-RUSSIAN FRIENDSHIP is deeply rooted in historical realities. The People's Republic of China was proclaimed on October 1, 1949. On the next day, the PRC and the USSR established diplomatic relations, and the Soviet Union became the first country to officially recognize new China. During those years, Chinese-Soviet, and subsequently Chinese-Russian relations went through many trials and stood the test of time. Being stable, robust, and mature, they have become a model of intergovernmental relations in the modern world. Chinese-Russian relations have been currently going through the most favorable period in their history, maintaining their high level and thus benefitting the peoples of both countries.

Summary/Abstract From the moment humanity entered the 21st century, a new stage in the development of the world order began with extensive and complex changes in the international situation. Economic globalization led to a redistribution of resources on a worldwide scale, multipolarity – to a far-ranging adjustment of international relations and public awareness, to one world and cultural diversity, and to the exchange of a great many cultural trends. Radical changes in the system of world governance and the international order are now growing ever faster. Interconnectedness and mutual dependence in relations between all nations are becoming clearer and clearer, a greater balance in the correlation of forces is being achieved on the international level, and a general striving toward world peaceful development is becoming an unalterable trend. These changes show the direction of the historical process, affect the well-being of people around the world, and demand that we work together to uphold them. At the same time, factors of instability and uncertainty that exist in the world are becoming clear. There is not enough momentum for the growth of the world economy, the gap between rich and poor grows wider every day, many regions are caught in an uninterrupted series of major problems, and such nontraditional security threats as terrorism, cyber crime, deadly infectious diseases, and climate change are proliferating worldwide. Humanity is in fact facing a multitude of common challenges.

Summary/Abstract THE ONE BELT, ONE ROAD (OBOR) initiative is the most wide-ranging public project that China has proposed to the global community so far. Since 2013, when the initiative was put forward, it has been joined by more than 100 countries and international organizations, with over 40 states signing cooperation agreements with China. China's aggregate trade with countries along the OBOR line has totaled $3.1 trillion. Chinese corporate investment in these countries has exceeded $49.3 billion. Fifty-six trade and economic cooperation zones have been created in 20 countries with an accumulated investment of $17.9 billion, which has generated $960 million in tax revenues and 163,000 jobs for the host countries, stimulated economic development, and benefited the global economy.

I am happy to take part in this solemn meeting devoted to the 62nd anniversary of the formation of the People's Republic of China, which has jointly been organized by the Russian-Chinese Friendship Society, the Institute for Far Eastern Studies, RAS and the Russian-Chinese Committee of Friendship, Peace and Development. These three organizations have for many years been in the vanguard of the development of social and scientific contacts between China and Russia, carrying on enormous work to strengthen mutual understanding, friendship, mutual trust and cooperation between our two nations. This is an important contribution to the full-fledged and stable development of Chinese-Russian strategic partnership and interaction. Availing myself of this opportunity, I would like to express my profound respect for and sincere gratitude to our friends who always support friendship and cooperation between China and Russia.
