Summary/Abstract In clarifying the conceptual and terminological issues of the unit cost growth of military equipment, six recent empirical studies on unit cost growth are reviewed and evaluated in this article. Even though the reported unit cost growth rates differ between equipment type and the individual studies, all of the studies find the unit cost growth rates of each military equipment type exceeding inflation. Various explanations proposed by different authors are reviewed. Unit cost growth studies omit corrections for quality changes of equipment, unlike the standard practice in inflation calculation. By bringing the military capability perspective into the discussion of unit cost growth, this article proposes a new approach to equipment unit cost growth, thereby enabling the collective evaluation of quality change with price change. This approach is demonstrated through a case study involving an armoured personnel carrier (APC). Although the price of the APC had increased sixfold with only a minor improvement in transportation capability, the proposed approach shows that the purchasing decisions of its successive generations may have still been cost-effective. The APC case demonstrated that the proposed approach can be successfully applied and yield meaningful results.

Summary/Abstract Examining a range of policy areas in which the European Union (EU) acts externally - notably trade, development, climate change and foreign and security policy - this article considers the notion that the years since the mid-2000s have witnessed a decline in EU actorness/effectiveness. In evaluating EU performance, the article employs the interrelated concepts of presence, denoting EU status and influence; opportunity, denoting the external context of EU action; and capability, referring to EU policy processes and instruments, with particular reference to the impact of the 2009 Lisbon Treaty. It is contended that achievement of the increased capability envisaged by the Lisbon Treaty, together with resolution of the Eurozone crisis, with its deleterious effect upon the Union's presence, would not fully compensate for the loss of opportunity provided by the changing international structure.

Summary/Abstract Governance structures in central government departments are poorly articulated. Departmental boards were imported from the private sector; in central government their remit and accountability are obscure, as is their role in relation to Permanent Secretaries and Ministers-whose leadership roles are also muddled. This brings costs for Ministers, departments and the public. Improvements have proved elusive, in part because an underlying confusion has been neglected-about how bodies subject to the almost unlimited democratic accountability of Ministers are to be governed. The confusion can be cleared up, principles of governance formulated, and concrete improvements proposed. These include: better articulation of Permanent Secretaries' presumptive leadership role; strengthened lines of external accountability; and more coherent provisions for the role and accountabilities of boards, and their relationship with Ministers, Permanent Secretaries, and the centre of government. Such changes should improve accountability, leadership, capability and delivery.

The article starts with Sweden before presenting Swedish defence, its economy, the military threats, the defence industry, the personnel and the guiding principles of defence. Swedish principles for governance of the public agencies in general and within the defence sector in particular are described. A presentation of the Swedish Defence Research Institute (FOI) and its defence economic activities is also provided.
