Summary/Abstract This article gives a retrospective analysis of large-scale programs of regional development implemented on the territory of the Russian Far East beginning from the 1930s. A conclusion has been drawn that "dif-fuseness" of targets and/or "atomism" of financial resources leads to failure of programs. An analysis of the strategy of the socio-economic development of the Far East and the Baikal region up to 2025 has revealed the lack of concrete tasks and the need to revise the document.

Summary/Abstract This paper estimates the effects of a nation-wide rural electrification program in China using an informative dataset for 2459 Chinese villages. The combined propensity score matching and difference-in-differences approach is adopted to address potential selection bias. Accordingly, the program can significantly increase the net agricultural income per capita of farmers in the targeted villages. Moreover, matching grants with private assets and obligation labor force both can increase the effectiveness of the program. The program also highlights the complementarity between infrastructure and institution, in which the introduction of grassroots democracy will increase the effectivity of the rural electrification program.

Summary/Abstract .S. leadership has been the driving force behind reducing the civilian use of highly enriched uranium (HEU). By tracing the history of linkages between U.S. HEU policies at home and abroad, this paper examines the reasons why the U.S.-led Reduced Enrichment for Research and Test Reactors (RERTR) and HEU removal programs, despite great technical successes, have not led to quicker elimination of weapon-grade uranium. It argues that the United States must take urgent steps domestically and internationally in order to achieve global elimination of the use of HEU in the civilian sphere. Washington must restore consistency of HEU policy by rescinding the Burr Amendment and consider reductions in the U.S. military stockpile as a means of signaling its commitment. U.S. leaders must also find more creative ways to engage countries and individual facilities in HEU minimization and to extend the norm against HEU use worldwide

Summary/Abstract By the end of the first decade of the 21st century, the factors that had boosted China's aggregate economic might for the three preceding decades began to peter out. Scientific and technical progress is coming to the fore as the main mechanism of further development. The creation of a Chinese innovation potential capable of changing the model of growth and raise China's competitiveness in the world acquires an especially important role. This article analyzes national programs of innovative development in the PRC and lays special emphasis on information and communication technologies. The most crucial aspect in turning China into a global innovative power is the preservation of cooperation and mutual trust between the scientific community and the leadership of the country.
