Summary/Abstract This study uses a six-variable vector autoregressive (VAR) model and analyses the relationship between defence spending as a percentage of GNP, government budget as a percentage of GNP, total deficit as a percentage of GNP, the GNP growth rates, inflation rates, and government budget deficit as a percentage of GNP for the case of Turkey from 1933 to 2004. The impulse response functions (IRFs) are also derived and Granger causalities among the variables estimated. The results support the short-run causality between defence spending and economic growth.

Summary/Abstract This article measures whether the Israeli government adopted a policy of affirmative action towards the Arab minority during the period 2004-12 within the parameters of local government. Unlike previous research, it focuses only on permanent fiscal allotments and ignores one-off payments. Summary/Abstract This article examines the two main sources of the state budget in Azerbaijan: taxes and oil revenues. In particular, it analyzes variously measured indicators of the tax burden on the Azerbaijan economy compared to other countries in the region and the world, assesses, based on a regression model, the role of the oil factor in generating revenue for the budget, and explores various scenarios for evaluating the sustainability of government budget revenues in the medium term. Based on his assessments, the author shows that steady growth of the non-oil sector by 7%-9% per year is a major condition for maintaining the stability of government revenues in the medium term.

Summary/Abstract This paper discusses the current social security and social assistance condition in Indonesia. Due to the complexity of introducing rules and regulations, social assistance has played a wider role than social security in Indonesia. Currently, there are six social assistance programmes, with Rice for the Poor (Raskin) being the longest running programme. In the case of social security, the National Health Insurance Programme (Jamkesmas) was introduced in 2008, and it is still being improved. With the introduction of Law No. 24 year 2011 regarding Executive Assembly for Social Protection (Badan Penyelenggara Jaminan Sosial, or BPJS), Indonesia is embarking on a comprehensive social protection programme which covers both health protection and pension, starting from 2014. Finally, the social protection expenditures are compared with other expenditures in the central government's budget. In order to give more support to the social protection programme, the politics of government expenditures should shift from the utilitarian theory of justice to the Rawlsian theory of justice.
