Summary/Abstract This study is concerned with motivations driving North Korea’s interaction with the United Nations Framework Convention on Climate Change, drawing on information from treaty reporting documents, along with project reports compiled by international agencies and official statements released by the North Korean government. The article draws on causal inference to explore the hypothesis that the leadership perpetuation and state survival imperatives of the North Korean government represent the most likely explanation for North Korea’s interaction with the international climate change regime. It finds a strong probability that North Korea is utilising the UNFCCC as a capacity-building vehicle across its agricultural and energy sectors, a weak issue_images_88_1_Hydroelectric dam at Sinpyong (July 2012)_Habibpossibility that North Korea’s climate change vulnerability is a compelling incentive for greenhouse gas mitigation, and the weak possibility that North Korea is using the Clean Development Mechanism under the UNFCCC as a means for generating foreign currency revenue. The paper argues that the balance of incentives underpinning these motivations can be linked to the leadership perpetuation and state survival imperatives of the North Korean government.

Summary/Abstract The mitigation of greenhouse gas (GHG) emissions from power generation and two ethanol production options from sugarcane bagasse were compared at grid emission factors ranging from 0.0 to 1.0 kg of carbon dioxide (CO2) equivalent per kWh. The first ethanol production method (EP 1) directly purchased electricity and steam from the grid and the factory, and the second ethanol production method (EP 2) derived the required electricity and steam from the cogeneration system using the sugarcane bagasse as boiler fuel. Data pertaining to GHG emissions from power generation were collected from published studies. A process for ethanol production from sugarcane bagasse was designed, and a simulator was developed to generate the process data using Microsoft Excel. Results show that power generation is the preferential option when the grid emission factors are higher than 0.45 kg CO2 eq/kWh. The EP 1 was advantageous in mitigating the GHG emissions when the grid emission factors were lower than 0.19 kg CO2 eq/kWh, and the EP 2 might be the most environmentally beneficial when the grid emission factors were between 0.19 and 0.45 kg CO2 eq/kWh. It is hoped that these results could be helpful in determining how to best utilize sugarcane bagasse.

Summary/Abstract A review is given of methodological practices for ex ante cost-effectiveness analysis (CEA) of transport greenhouse gas (GHG) mitigation measures, e.g. fuel economy and CO2 standards for road vehicles in the US and EU. Besides the fundamental differences between different types of policies and abatement options which inherently result in different CEA outcomes, differences in methodological choices and assumptions are another important source of variation in CEA outcomes. Fourteen methodological issues clustered into six groups are identified on which thirty-three selected studies are systematically reviewed. The potential variation between lower and upper cost-effectiveness estimates for GHG mitigation measures in transport, resulting from different methodological choices and assumptions, lies in the order of $400 per tonne CO2-eq. The practise of using CEA for policy-making could improve considerably by clearly indicating the specific purpose of the CEA and its strengths and limitations for policy decisions. Another improvement is related to the dominant approach in transport GHG mitigation studies: the bottom-up financial technical approach which assesses isolated effects, implying considerable limitations for policy-making. A shift to welfare-economic approaches using a hybrid model has the potential to establish an improved assessment of transport GHG mitigation measures based on realistic market responses and behavioural change.

Summary/Abstract A wide range of energy technologies appears to be needed for the United States to meet its energy goals. A method is developed that relates the uncertainty of technological progress in eleven technology areas to the achievement of CO2 mitigation and reduced oil dependence. We conclude that to be confident of meeting both energy goals, each technology area must have a much better than 50/50 probability of success, that carbon capture and sequestration, biomass, battery electric or fuel cell vehicles, advanced fossil liquids, and energy efficiency technologies for buildings appear to be almost essential, and that the success of each one of the 11 technologies is important. These inferences are robust to moderate variations in assumptions.

Summary/Abstract Even as small island developing states (SIDS) like Trinidad and Tobago (T&T) increase industrialization and grapple with the challenges of increased pollution, few studies provide guidance to policy makers of such countries on appropriate policy measures and instruments that can be implemented to mitigate greenhouse gas emissions. Here we apply a multi-criteria evaluation methodology to ascertain preferences for policy measures and instruments in the power generation sector. Four broad policy measures and twelve policy instruments are assessed on criteria of environmental performance, feasibility of implementation and political acceptability. This method proves useful in T&T, since typical to many SIDS, the intensive data required by other policy assessment methods is unavailable. Results indicate little difference in preference among the four policy measures thereby indicating that a multi-pronged approach on several policy fronts is required. The most preferred policy instruments to operationalize measures included provision of subsidies for energy saving technologies, creating an industry wide carbon trading scheme and implementing a feed-in tariff to increase the use of renewable energy sources. This study therefore provides specific insights for policy makers in Trinidad and Tobago while also providing power generation sector specific guidance to other rapidly industrializing small island developing states.
