Summary/Abstract Increasing distributed renewable energy generation renders balancing of energy supply and demand more challenging. Peer-to-peer (P2P) exchange of decentrally generated energy is a promising means to optimize renewable energy flows. While previous research has primarily focused on the technological and economic benefits of P2P energy trading, little research has investigated customer preferences in this context so far. It is thus still unclear to what extent private actors such as homeowners are actually willing to participate in P2P energy communities and if so, under which conditions. Here, we address this research gap by analyzing homeowners' trading decisions in simulated P2P electricity trading scenarios. Findings based on a sample of 301 German homeowners show that community electricity prices and state of charge of private energy storages are key determinants of homeowners’ trading behavior. We moreover identified four target groups that systematically differed in their decision-making strategies ranging from price-focused prosumers (38.9%) to classic non-trading consumers (22.6%). Our findings provide promising insights for the design of P2P communities and allow policy makers to more accurately predict risks and benefits associated with P2P projects. Finally, our findings contribute to the development of tailored policy instruments aiming to increase P2P trading in decentralized energy communities.

Summary/Abstract This paper investigates why some energy decisions are made faster than others in a reformed and globalized China. This investigation uncovers five factors that determine whether a proposal becomes a decision in the Chinese political system: (1) associated benefits of the proposed decision for other policy problems; (2) presence of a consistent 'issue champion'; (3) strength of mobilized and united 'veto players'; (4) vertical and horizontal support; and (5) clear policy preferences of the central leadership. The paper argues that the Chinese decision-making process has become increasingly consultative, iterative, and participatory and that it is also increasingly prone to deadlock, inaction, and paralysis. Thus, the Chinese decision-making process is increasingly similar to that of the United States in the era of reform and globalization. While the capacity of the Chinese state to make and implement distributive policies has remained largely unchanged, reform and globalization has weakened its capacity to make and implement redistributive policies.

New modes of operation that have consolidated under Hu Jintao, actually took shape under Jiang Zemin in the 1990's and some, under Deng Xiaoping. While the military's role has diminished, that of diplomats, experts, and bureaucracies dealing with trade, international economic relations, energy, propaganda and education has increased.

Summary/Abstract Across the United States, universities are grappling with challenges associated with adopting approaches to more sustainable energy use. One approach has been to develop energy-related projects in their local, host communities. Because host communities can play a major role in the successful planning and implementation of these projects, understanding the factors relating to their support is important. Building on research that suggests that procedural fairness is one such key factor, this study examines community members' support of six approaches a local university could implement to work towards a goal of carbon neutrality. The results of a mail survey (N=677) found that perceived fairness of campus decision makers was significantly related to community support for the proposed approaches; however, beliefs about the efficacy of the different approaches to address challenges associated with climate change had the strongest relationship with support. The results also suggest that residents prefer changes in the energy infrastructure, such as the development of wind power, over the purchase of carbon offsets. We discuss the results in terms of actions that universities may take to foster community engagement in decision-making for university-sponsored sustainable energy projects.

Summary/Abstract This paper introduces a brief framework on the political decision-making process in the context of terrorism. I relate the trade-offs policy-makers are faced with to the economic terrorism literature. Past years have shown a steady increase in theoretical and empirical contributions. However, the major part of the empirical advances is on the economic effects of terrorism, its origins, and drivers. More analysis is needed on public perceptions, responses to both the threat of terrorism and policy measures, as well as the costs of anti-terrorism measures. This would improve our understanding of the impact of terrorism on political and economic development.

Summary/Abstract Four cost-effective frameworks for pricing greenhouse gas emissions currently receive widespread attention: cap-and-trade, emission fees, and hybrid cap-and-trade approaches that include upper or lower limits on permit prices (price ceilings or floors). This paper develops a fifth framework that uses an emission fee with an upper limit on the quantity of emissions-a quantity ceiling-and compares the impact of each framework on emission prices and quantities. Cap-and-trade with a price ceiling minimizes price increases for emitting activities in all cases whereas an emission fee with a quantity ceiling maximizes emissions reductions. Thus, the choice of framework influences policy outcomes because each framework is more or less suited to particular policy goals. Whether pursuing one potential policy goal serves society's interests best depends on the eventual consequences of climate damage and emissions pricing, which are uncertain when policy choices are made. Policy updating over time may reduce but likely cannot entirely eliminate the differences in outcome that arise due to framework choice. Therefore, the "best" framework for emissions pricing depends on subjective preferences regarding the relative importance of different policy objectives, most notably whether one is more risk averse to climate damages or emissions price increases.

Summary/Abstract There are several major federal nuclear facilities located in small towns and rural areas of the United States. While many of these facilities were developed in the 1950s to support national defense, in the 1960s and 1970s, some of these shifted their mission to focus on national energy infrastructure. Now, many of these facilities are in a clean-up phase, and local communities are becoming increasingly engaged in influencing decisions about the future of the sites. Communicating with the public in rural communities is challenging when it involves a complicated environmental issue that could have widespread economic impacts. The local media reflect public understanding, so getting a sense of how these media frame issues can be a crucial first step to developing an effective community engagement strategy. A media content analysis of one local newspaper was completed in relation to a major federal nuclear facility. The content analysis is compared to the results of a telephone survey in the region served by the paper and the results suggest that there is a relationship between how the facility is portrayed in local media and public concern. This study has important implications for other nuclear facilities because of the role of local citizens in decision-making.

Summary/Abstract This study used ZIP code level data from the 2000 US Census to investigate the influence of local environmental, social, economic and political variables on the distribution of residential solar PV arrays across the United States. Current locations of residential solar PVs were documented using data from the National Renewable Energy Laboratory's Open PV project. A zero-inflated negative binomial reression model was run to evaluate the influence of selected variables. Using the same model, predicted residential solar PV shares were generated and illustrated using GIS software. The results of the model indicate solar insolation, cost of electricity and amount of available financial incentives are important factors influencing adoption of residential solar PV arrays. Results also indicate the Southwestern region of the United States and the state of Florida are currently underperforming in terms of number of housing units with solar PV installations.

Summary/Abstract A speculative analysis of disturbing trends evident now, which will require attention from decision-makers in twenty-five years time, identifies a number of problems with structural implications. Assets for broaching these problems are analyzed leading to an assessment of the requirements for global leadership. A comparison between the situation in 2010 and 2035 demonstrates the necessity for and likelihood of change. Options range from global suicide to a consortium of rising and declining great powers. The outcome will need to reflect forces rising bottom-up in global society. Examples of the strengths and weaknesses of India's contribution are given.

Summary/Abstract The article is a first attempt to systematically assess the impact of leaks on Israeli decision-making. Five major cases were studied on three levels: whether leaks affected the process, policies adopted, and outcomes. Leaks had a strong impact in two cases, but not on the policies adopted, or outcomes, in any of the cases analyzed. As a tentative conclusion, most leaks are about Israel's broad strategic thinking and the politics thereof, rather than hard information. The primary impact is on process, important in itself, not substance.

Summary/Abstract The global financial crisis of the late 2000s has affected the EU and East Asia differently. The EU has seen its economic, political and social structures undermined by the problems derived from the global crisis and subsequent eurozone sovereign debt crisis. In contrast, East Asia has gone through the global crisis relatively unscathed and has seen its standing at the global level reinforced. As a result, there has been a reconfiguration of leadership, decision-making and governance structures in both regions. In the case of the EU, Germany has emerged as the clear leader of European efforts to solve regional economic problems. Meanwhile, intergovernmentalism has replaced supranationalism as the decision-making and even implementation procedure of choice. Differently, there is no single leader in East Asia. China has become one of the most important powers at the global level, but at the regional level, different countries have shaped East Asia's response to the crisis. Concurrently, there has been some move towards increasing integration, even though intergovernmentalism still defines governance structures in the region. Thus, the global financial crisis of the late 2000s has helped to shape new leadership, decision-making and governance structures in both regions.

Summary/Abstract This article reviews national security decision-making in the Iranian context by focusing on institutions, formal process and individuals. It specifically examines the Supreme National Security Council, which formalizes and embodies the decision-making process, as well as the Revolutionary Guards, which epitomize both the influence of institutions as well as the centrality of the agent-individual. Despite the plurality of formal institutions and the existence of process, decision-making remains heavily centered on a small group of largely unelected individuals driven as much by ‘regime expediency’ as by mutual give-and-take along informal, microfactional lines. While he may have the last word, even Iran's current Supreme Leader is constrained by these ideological, negotiational and structural factors. These key figures are closely affiliated either with the politico-clerical founding kernel of the 1979 Revolution, or the powerful Revolutionary Guards—mainly the hardliners in any case—and are instrumental in determining the discursive boundaries of national security, the scope of which this article confines to defense and foreign policy. Finally, how all this coheres in the realm of strategy has as much to do with regime survival as with the art of reconciling ends and means.

Summary/Abstract The existing literature on foreign policy formulation suggests that individual leaders in small and politically unstable states exert a disproportionate impact on foreign policy-making. Some analysts further contend that personalized foreign policy decision-making is more likely to suffer from discontinuities. This article, however, argues that the foreign policies of small and politically unstable states exhibit considerable variation in terms of constancy. It does so by offering a comparative study of the foreign policies of the Philippines and Thailand towards China. It demonstrates that the Philippines’ policy towards China underwent significant changes in the last few years of the administration of President Gloria Macapagal Arroyo, and that bilateral relations deteriorated rapidly after Benigno Aquino III came to power in 2010. In contrast, Thailand has maintained a cordial relationship with China despite domestic political turmoil since 2006. This article suggests that neither the shift in the distribution of capabilities nor the presence or absence of territorial disputes sufficiently explains this variation. It argues that the personalization of foreign policy and economic dependence are two important factors that determine constancy and change in the foreign policies of small states towards major powers.

Summary/Abstract Europe is facing one of its most challenging crises since Great Depression and the construction sector is one of the worst affected. Refurbishment is therefore often suggested as one of the most useful solutions for the current real estate crisis in consolidated areas like the EU. On the other hand, it is imperative to construct buildings according to sustainable principles regarding economic, environmental and social issues. Therefore, proper decision-support methods are needed to help designers, investors and policy makers to choose the most sustainable solution for a refurbishment project, especially for energy retrofit works. This paper reviews the works relating to sustainable refurbishment decision-support tools which have already been developed. For this purpose we have analysed and classified 40 different methods, with particular focus on their main common aims. They are also compared with other classifications proposed. This paper further highlights the role of energy as a driving factor and discusses what other research developments are needed to create related tools for the future that could respond to actual construction requirements.
