Summary/Abstract For nearly forty years, scholars have utilized the metanarrative of a center-periphery cleavage first proposed by ?erif Mardin to explain a variety of phenomena in Turkish politics and society. When used to interpret electoral cleavages in the multiparty period, however, a center-periphery cleavage cannot effectively explain electoral outcomes. Focusing on the initial stage of multiparty competition, when the cleavage is often said to have been most salient, this article explores the empirical evidence to show that the concept as commonly employed has actually confounded an effective understanding of electoral behavior in Turkey. Rather than demonstrating a clear electoral division between the elites of the social center and the masses during this period, the article reveals two distinct cross-cutting patron-client strategies used by elite-dominated parties to cater to the rural population. The significant patterns of change in Turkey's electoral outcomes over time further illustrate the need to focus on how political parties and elites accumulate votes-that is, on their vote targeting strategies-rather than rely on static sociopolitical cleavages.

Summary/Abstract The "political" has been absent from Turkish foreign policy because the main difficulties facing the country were considered almost constitutive elements of Turkish national existence, so that they are kept incurable. This essay includes a brief history of the absence of the political in Turkish foreign policy. Some conservative and dogmatic considerations of limits in political life have been typical obstacles to change. When politicians address the obstacles, they threaten many economic and political interests. A radically different, recent approach in Turkey promotes political action to achieve "zero problems with the neighbors." While we could previously see the removal of the political from foreign policy in Turkey, now we also can see the clear return of the political.

Summary/Abstract The founding party of modern Turkey continues to find it difficult to build electoral alliances and to appeal to an increasingly diversifying Turkish electorate. Although the party has maintained its electoral position in comparison to the 2002 general elections, the incumbent Justice and Development Party (AKP) has considerably increased its own vote share. While short term factors such as leadership can be cited for the electoral weakness of the Republican People's Party (CHP), this essay speculatively concludes that it is perhaps unrealistic to expect the party to revise its ultra-secularist and ultra-nationalist outlook based upon a combination of a weak track record of consolidating ideological change and the existence of political capital that remains to be gained from maintaining a rigid stance towards issues of public debate.
