| Summary/Abstract |
This article is the retirement reflections of an MP of thirty-eight year's standing. The story is mainly one of the decline of the Commons, a decline in the number of ‘big beasts’ and in the calibre of members and the quality of debates to the level of five-minute harangues and the custard pie-throwing of Prime Minister's Question Time. The House has lost its functions of staging the national debate and checking the executive to the media but has gained a new role as a national audit of government's performance and policies through the select committee system. MPs are working harder. Fewer now have outside jobs. They are more focused on their constituencies and though they have fewer powers there, and nationally more and better staff, they also have less respect and less influence. Personally, the end of what has been a long-fighting national retreat from social democracy has been a rear-guard action against the emergence of a colder, harder, neoliberal world. Retirement means relegation to watching that from the sidelines, not ringside.

Through interviews and comparison of practices in two Chinese cities, this article argues that local governments are forced to shift some of their excessive responsibilities to new actors. This produces a limited kind of pluralism: government organizations remain in charge of community governance.

| Summary/Abstract |
Japanese aid has been continuously criticized as its modalities are focused on economic infrastructure via loans. However, support for economic growth and infrastructure has become more important due to the growing influence of recipient needs and emerging donors. Accordingly, Japan’s perception and implementation of its aid in the changing international regime in the 2010s are a salient factor. This study clarifies the common and different features between the official development assistance before the 1990s and the 2010s to identify which characteristics “returned” from the “Japan model” in the past. The domestic background and factors were examined to explain the alteration concentrated on the meaning of aid in the Abe administration’s policy directions and domestic actors. The results indicate the aid modalities in the 2010s are similar to the aid in the 1980s in some aspects, putting emphasis on economic growth, infrastructure, and cooperation with private sectors. But “quality growth” came into the slogan in the 2010s, as Japan is not the largest donor anymore. The Prime minister’s office (Kantei) led the aid policy as a part of priority policy “Abenomics” to support the prime minister in the 2010s, while collaborations among Liberal Democratic Party members, bureaucrats, and private actors led the aid policy in the 1980s.
