After presenting evidence that the current system of congressional oversight of intelligence is failing, this article analyzes how the system has been undermined by a toxic combination of problems: the intelligence committees' inherent informational disadvantage in relation to the executive branch, the jurisdictional morass in which the committees must operate and their own internecine partisanship. The article discusses a range of specific changes that could be made, but concludes that the critical ingredient in strengthening the oversight system is to emphasize the development of strong, nonpartisan committee leadership.

Mutual perceptions and policies of an emerging India and a rising China have increasingly become the focus of public debates around the world. The two countries are seen today as ordained to become major pillars of the international system. The future of India-China relations clearly impinges on the future of Asia, if not the whole world. But in addition to bringing a limited visibility, this public glare has only further complicated their already complex web of problems and potential. The fact that both countries still continue to work together to enhance their mutual understanding holds promise for their future. While their historical baggage continues, continued engagement between China and India remains an imperative for their own survival and for the welfare of their people. In the context of the increasing external influences on their interactions, this article makes an appeal for indigenisation of their mutual explorations and policy formulations.

Summary/Abstract |
Confused students researching papers not knowing where they are going. Articles, lectures, and books on exciting topics that turn out to be boring. Such familiar phenomena are symptoms of a widespread, largely unconscious methodological habit of focusing on topics rather than problems. This habit rests on views about knowledge that are deeply ingrained in commonsense knowledge and in the methodology of mainstream social science. Such views saturate the understanding of scientific inquiry assumed by most methods textbooks. This article criticizes the method of topics and contrasts it with the method of problems. The word "topic" suggests that there is some surface to cover, but not why covering it might be interesting. Interesting research is problem-driven. It begins with a sense that something is amiss with existing knowledge and requires explanation. Problem-driven research begins, not with collection of data or facts, or with clarification of concepts, but with identification of inconsistencies or gaps in existing knowledge. It seeks to solve problems through free invention and severe criticism of hypotheses.

The author shows that the main factor which influenced the Soviet-Chinese relations in 1937-1941 was the war unleashed by Japan against China. Having adopted a decision to render China a broad military-technical, diplomatic, moral and political assistance, the Soviet leadership took into account the fact that the growing Japanese aggression in China led to a further change in the balance of forces in the region, creating a real threat to the security of the Soviet Union.
