| Summary/Abstract |
This article examines the activities of the Islamic Development Bank in Azerbaijan, Kazakhstan and the four other Muslim majority states of southern Eurasia, where the institution has been active, in a rather discreet but targeted way, in the fields of transport, energy and water infrastructure, finance and industrial development since about one and a half decades. Besides offering an analytical overview of the regional activities of this rather little known development institution, it discusses how it is de facto a channel and way-opener for investment form the Arab and more particularly the Arab Gulf sphere, and how its presence fits into a trend among southern Eurasian governments and economic elites to diversify sources of aid and investment.

| Summary/Abstract |
This paper examines the emergence of a humanitarian frontline in several operational contexts. Over the past 15 years, and since 2001 in particular, the international aid sector has been confronted by a climate of polarisation. With the traditional aid and donor landscape dominated by Western or Western-aligned parties who are sometimes involved in armed conflict too, aid organisations face the impact of the supposed or real instrumentalisation of development and relief in a wider security and geopolitical control agenda. At the same time Western or Western-associated secular development models that are often promoted by traditional aid have either encountered their limits or failed in several parts of the global periphery. The expanded space for religion resulting from globalisation and the social changes that it causes have also expanded the space for faith-based development and relief actors, especially in operational situations that have a large cultural and ideological dimension. The paper focuses on the Islamic world and Islamic faith-based aid, but several factors and trends discussed in it bear relevance for Christian faith-based aid and majority Christian parts of the global periphery as well.

| Summary/Abstract |
Over the last decade, Azerbaijan and especially Kazakhstan have become the largest individual donors after Russia of official humanitarian aid among the republics of the former U.S.S.R. This article examines the quantities, channels, and underlying dynamics and interests of this aid and compares it with the wider global trend of the emergence or re-emergence of aid donors outside the dominant OECD bloc. Azerbaijan and especially Kazakhstan want to translate their new economic capacity into political clout and international and regional initiative, including different ways and channels of soft power like aid. They thereby eclectically use elements, policy concepts, and institutions of the international aid system and attach aid to a conditionality that is not related to governance, human rights, or democratization, but to diplomatic and economic returns.
