Summary/Abstract The announcement of a reformed US defence strategy by President Barack Obama and Secretary of Defense Leon Panetta in early January 2012 confirmed a pivot towards the Asia-Pacific as commitments to war fighting in the Middle East and Central Asia subside. Obama, Panetta and General Martin Dempsey, the chairman of the Joint Chiefs of Staff, briefed reporters on 5 January on America's new strategic guidance document, 'Sustaining US Leadership: Priorities for 21st Century Defense'. The product of a review of US defence priorities 'at a moment of transition' for the nation, the document notes that the United States will 'of necessity rebalance toward the Asia-Pacific region'. The principle of the Asia pivot was also signalled by Secretary of State Hillary Clinton in a November 2011 Foreign Policy article in which she noted that 'one of the most important tasks of American statecraft over the next decade will … be to lock in a substantially increased investment - diplomatic, economic, strategic, and otherwise - in the Asia-Pacific region'.

Summary/Abstract Suicide attacks have come to characterise jihadist campaigns in various theatres. From Bali to Baghdad, Jerusalem to Jalalabad, the images of suicide bombers, often accompanied by martyrdom videos, have become synonymous with violent Islamist movements. However, as Robert Pape demonstrated in his 2005 book Dying to win - the strategic logic of suicide terrorism, suicide attacks are not integral to Islamist or Islamic campaigns, but are simply a relatively modern tactic that has seemingly proven effective against post-industrial militaries. Pape argued that "there is little connection between suicide terrorism and Islamic fundamentalism". Rather, groups sponsoring suicide tactics are "trying to establish or maintain political self-determination by compelling a democratic power to withdraw from territories they claim". The University of Chicago professor was largely correct in this assertion. However, since 2005 the use of suicide attacks has expanded considerably, and the motivations for the tactics have diversified.

Summary/Abstract In September 2010, the captain of a Chinese trawler that had been fishing in disputed waters near the Senkaku/Diaoyu islands, claimed by Japan, China and Taiwan, was detained by the Japanese Coast Guard after a collision between their vessels. A month later, nine Vietnamese fishermen were released after more than a month, having been arrested by Chinese maritime constabulary forces in disputed waters near the Paracel Islands in the South China Sea. In December, one Chinese fisherman was killed in a collision with the South Korean coast guard, which was trying to prevent illegal fishing.
