Summary/Abstract |
This article uses survey data collected in 2010 and conducts a systematic comparative analysis of the perceptions of the EU by the Chinese general public and the elite. Most ordinary Chinese citizens do not understand the EU very well, but their impressions of the EU are very positive and they also hold good expectations for the future of China-EU relations. The Chinese elites and ordinary citizens differ significantly in terms of 'favoring the EU' or 'favoring Russia'. The multivariate model indicates that EU travel experience, annual income level and Internet dependence have significant positive effects on 'favoring-EU' feelings. Those who have EU travel experience, higher levels of annual income and greater opportunities to obtain information via the Internet are more likely to be 'favoring-EU'.

Summary/Abstract |
The occupation of Gilgit-Baltistan by Pakistan and take-over of Xinjiang by China subsequently enabled both countries to build roads to consolidate their control over these regions. At the same time, opening of the Khunjerab Pass through the Karakoram Highway (KKH) allowed Pakistan and China to enhance commercial, military and political collaboration. However, the social, cultural and commercial interaction that today China and Pakistan has through the twin neighboring regions of Gilgit=Baltistan and Xinjiang
dates back several thousands of years. Since time immemorial, the mountain passes of the Karakoram Range facilitated traders and adventurers to travel through the valleys of Gilgit-Baltistan and Xinjiang and pursue their commercial and political interests in India, China and Central Asia. Then the shortest and safest among the passes, the Muztagh La, connected Braldo and Shaksgam valleys of Baltistan with important trading posts of Yarkand, Hotan, Kashgar, Badakhshan; admitting travel even farther north towards Beijing and Russia.' As part of the infamous Silk Route, Muztagh La pass facilitated "significant trade between Yarkand and the Braldo district of Baltistan"? At that time, Braldo was "central to the regional economy" and ranked high as the regional grain-basket? Many locals including those from the regional capital, Skardo, and the people of Hunza and N agar valleys made Braldo their home due to its strategic location on the famous trade artery. Social interaction enabled many Baltis to travel to Yarkand, Mazar and Khotan, and settle there.'

The Republic of Belarus emerged as a sovereign political entity on the world political map more than twenty years ago. The breakup of the Soviet Union made it possible for the constituent republics to acquire an independent status, and for the COMECON and Warsaw Pact countries, shrug off Soviet protectorate. In contrast to most of these states, Belarus has built its own economic and political model and retained a truly independent political stance, even though it has found itself sandwiched between geopolitical giants in the West and in the East. Belarus as a state in its own right is an established fact of history that has to be taken into account by its European neighbors and overseas strategists who seek to use its special place and role to their own advantage.

The financial assistance of Iranian authorities to the President of Afghanistan Hamid Karzai in October 2010, has once again sparked the discussion on Iranian policy towards Afghanistan. The fable of "money envelopes" which was delivered by Islamic Republic of Iran by non- diplomatic means remains a hot topic both inside and outside Afghanistan. llamid Karzai confirmed at a press conference that his chief of office receives cash between five to seven hundred thousand Euros: twice each year from Iran. Though the President of Afghanistan clari?ed that this controversial so called financial aid has been part of the' international financial support in which Iran is involved in the post- Taliban reconstruction of Afghanistan, his reply could not convince the- analysts who are experts on Iran and Afghanistan policies. The main reason that the issue became controversial has been theonedia propaganda related to this issue in which Iran is accused of providing military aid and financial support to the Taliban in Afghanistan. The approaching end game in Afghanistan, marked by the withdrawal of American and NATO troops, draws attention to the urgency of the pursuit of cooperation in the security sphere between India, China, Pakistan, and other neighbors of that country. The Obama administration in January announced a new policy on conventional arms transfers that emphasizes the need for restraint in considering transfers that might endanger regional security or human rights. President Barack Obama declared in a Jan. 15 directive that the new policy "supports transfers that meet legitimate security requirements of our allies and partners in support of our national security and foreign policy interests" and "promotes restraint" in those "that may be destabilizing or dangerous to international peace and security." The policy, which replaces a 1995 directive issued by President Bill Clinton, follows the administration's announcement last October that it was loosening rules on the sale of U.S.-made weapons overseas. The reforms announced last fall are part of an effort that the administration says will tighten controls on the sale of the most dangerous arms while enhancing commerce in defense material and services that are not threatening.

Sino-US relationship is a relationship between the largest developing country and the largest developed country in the world. It is now upgrading to a relationship between a large country on the rise and a large country to maintain the status quo. Owing to the distinctive character, complexity and importance of both sides, Sino-US relationship is in reality becoming a composite partnership integrating interests, responsibilities, competition and cooperation. It is a relationship marching forward on the basis of a new concept of interests and principles. The essence of Sino-US relationship is to actively foster cooperation, appropriately handle competition, energetically control differences and avoid confrontation and conflicts. To shape a new model of major-country relations is the common desire of China and the U.S. The two sides need to further strengthen pragmatic economic cooperation and push forward effective cooperation on regional hot-spot and global issues.

Japan should avoid actions China considers provocative. Japanese top leaders should not visit Yasukuni Shrine and should reaffirm Japan's apologies for tragedies caused by their invasions.
China should not use armed pressure in an effort to determine the sovereignty of territories claimed by Japan and should reaffirm its determination to prevent demonstrations against Japanese.
Chinese and Japanese representatives should seek a formula so both sides could with honor back down from confrontations over territorial disputes such as the Senkaku/Diaoyudao Islands, and affirm their determination to resolve these issues peacefully at a later time.
Both sides should select a small number of high level leaders likely to play an important role in their government for many years ahead. These leaders, representing their respective countries, should meet frequently for comprehensive discussions on a broad range of issues to strengthen mutual understanding and cooperation. Japan should select leaders representing major political parties so that whichever political party is in power policies could continue without interruption.

The U.S. State Department confirmed in January that Russia may have breached a landmark arms control agreement by testing a new cruise missile, but has not concluded that Russia violated the accord.
Confirming the details of a Jan. 29 report in The New York Times, State Department spokeswoman Jen Psaki said at a Jan. 30 press briefing that the United States has raised the "possibility of…a violation" with Russia and U.S. NATO allies. The specific U.S. allegation is that Moscow flight-tested a new medium-range, land-based cruise missile. Such a test would run afoul of the 1987 Intermediate-Range Nuclear Forces (INF) Treaty, which permanently bans ground-launched ballistic or cruise missiles capable of traveling 500 to 5,500 kilometers. Rose Gottemoeller, acting undersecretary of state for arms control and international security, has discussed the issue with her Russian and NATO counterparts, Psaki said, adding that "there's still an ongoing review, an interagency review, determining if there was a violation." Psaki indicated that the administration does not view the INF Treaty as being in serious jeopardy.

The United States and Vietnam last month initialed an agreement for civilian nuclear cooperation in what may be an indicator of future U.S. policy governing the nonproliferation requirements for such agreements. The text of the agreement, which U.S. Secretary of State John Kerry and Vietnamese Foreign Minister Pham Bình Minh initialed Oct. 10 in Brunei, has not been made public. Sources said it contains a Vietnamese commitment, although not a legally binding one, to refrain from pursuing uranium enrichment and spent fuel reprocessing. The Obama administration has been conducting an internal policy review for at least three years on the question of how hard the United States should press its potential nuclear trade partners to forgo enrichment and reprocessing activities, which are considered sensitive because they can be used to produce nuclear explosive material.
