Summary/Abstract The establishment of the ASEAN-Japan Forum on Synthetic Rubber in 1973 is said to be the beginning of the partnership between ASEAN and Japan. Half a century has passed since then, and the politics, economics, and societies of Japan and ASEAN countries have dramatically changed. Furthermore, the international and regional circumstances surrounding them are also significantly transforming. They are facing new challenges, such as the escalation of great power rivalry between the United States and China, the rise of protectionism and economic statecraft, the retreat of democracy, the middle-income trap, widening economic and social disparity, aging societies, growing environmental problems, and so on. How can these challenges be overcome through the new partnership between ASEAN and Japan? What should be specifically considered and implemented? With these issues in mind, four specialists exchanged their views at a roundtable discussion held at the International House of Japan on May 2, 2023.

Summary/Abstract This article reviews the current status and future prospects of commercial nuclear electric power, with emphasis on issues of safety, physical security, proliferation, and economics. Discussions of these issues are presented separately for the current operating fleet, for new reactor designs similar in size to the current fleet, and for prospective new reactors of substantially smaller size. This article also discusses the issue of expansion of commercial nuclear power into new countries. The article concludes with recommendations, related both to technical issues and policy considerations. The major implications for policy are that although the level of safety and security achieved in today's operating reactor fleet worldwide is considered broadly acceptable, some advanced designs now under development potentially offer demonstrably safer performance, and may offer improved financial performance also. Management and safety culture are vital attributes for achieving adequate safety and security, as are a strong political culture that includes an absence of corruption, an independent regulatory authority, and a separation of nuclear operation from day-to-day politics. In some countries that are now considering a nuclear-power program for the first time, careful attention to these attributes will be essential for success.

Summary/Abstract Anniversaries are occasions for celebration and for taking stock of past problems as well as successes as a basis for looking ahead. But it is important to acknowledge first the enormity of the achievements of the People's Republic. The sixtieth anniversary has been marked in Beijing by a display of China's military strength and its wealth. The "sick man" of Asia of a century ago has been transformed into one of the world's economic power-houses. Hundreds of millions of people have been lifted out of poverty. The Chinese economy ranks as the largest in the world. It has become one of the world's greatest trading nations and its influence is growing in every continent. However, in assessing the significance of these sixty years this paper will focus on three themes: history; foreign relations and future prospects.

Summary/Abstract The principal objectives of this article are to describe the current state of International Studies (IS) in India, to analyze the reasons for its lack of robustness and the factors responsible for the absence of a vibrant scholarly community and, finally, to suggest a few remedial measures. The lack of the growth of IS is attributable to many factors- systemic, institutional, disciplinary and leadership-related. In many ways, the crisis in IS is only a part of the larger crises affecting Indian Higher Education. IS in India needs better leadership, clear direction and urgent reform.
