Competing Norms and Strategic Visions: A Critical Appraisal of V4 Security Potential / Kolmašová, Šárka   Journal Article
Kolmašová, Šárka Journal Article
0 Rating(s) & 0 Review(s)
Summary/Abstract Despite shared historical experience and cultural proximity, the Visegrad group (V4) struggles to institutionalise its cooperation through stable mechanisms ensuring internal cohesion and external credibility. This is especially evident in the field of security and defence, which requires a shared strategic vision, in particular, common norms regarding the legitimate use of military force. While in the 1990s the four countries exhibited solidarity and unity in their collective ambition under the narrative of the ‘Return to Europe’, their general perception of security threats and strategic culture prevents deeper integration into a security community.

Regional security in a global context: a critical appraisal of european approaches to security / Ellner, Andrea   Journal Article
Ellner, Andrea Journal Article
0 Rating(s) & 0 Review(s)
Publication 2008.
Summary/Abstract The EU has developed a normative approach to security over the past 15 years, which is strongly rooted in the concept of human security. This paper examines where human security is situated in the contemporary discourse on security and critically assesses both the concept itself and its application in European security policy. It argues that the approach has weaknesses in concept and practice which potentially undermine the normative aspirations of European security, particularly with regard to political agency, the universalisation of liberal values, legitimacy, sovereignty, the notion of security as a collective good and the external as well as internal dimensions of the EU as a security community.
