Summary/Abstract The international trade negotiations known as the Doha round collapsed last summer, and prospects for their revival remain uncertain as the Obama administration prepares to take office. The nominal cause of the collapse was a technical issue relating to agricultural trade. But that was a proxy for deep and longstaking differences between developing and developed countries over the role of the trade in development and how to define a fair deal.
