Withdrawl of US helicopter manufacture, Bell from participating in India's tender for 197 light utility helicopter (LUHs), citing difficulties in complying with the offset cause, has come as a surprise to the government. The tender had been re-floated on the express request of Bell who had raised questions regarding the fairness of the evaluation procedure followed earlier.
