The Mumbai terrorist attack of 26th November 2008, has correctly, focused on issues concerning the security of India's vast coastline. Earlier, in 1993, the maharastra coast had been used to bring in huge amount of RDX explosives which were subsequently used by terrorists in the several blasts carried out across the metropolis. This does not mean that coastal route has not been used for other nefarous activities before or since then.

Summary/Abstract |
The government of India has been repeatedly stating that one of the objectives of the defence procurement procedure is to demonstrate the highest degree of probity and public accountability, transparecy in operations, free competition and impartiality. However, the position in actual practice is totaly different. Since the signing of the 1.4 billion dollar contract with AB Bofors on 24 March 1986, for the supply of over 400 howitzers, India has been able to conclude successfully any high value deal during the last 30 years in an open competition. Every endevour had to be aborted mind way. Cancellation of helicopter deal for Eurocopters and 155 mm gun deal with Denel, are recent examples.

Summary/Abstract |
Despite lessons from the past when India was subjugated by major sea powers, modern India is not particularly known for a maritime outlook. Recent events go further to underscore the sea-blindness of its policymakers, which bears the potential to undermine not only India's vital interests, but also its foremost strategic imperative of self preservation.

It is possible that the state paid any attention to Sun Tzu's principles, our systmems might have been better equipped to handle events that led to and occured on 26/11. In India we have violated all these prinicples, more or less consistentely but especially in these last few years, since after the time of Rajiv Gandhi.

At this critical juncture, India needs to demonstrate its resolve, and ensure the strength and morale of its armed forces. Instead, however, the self pride of the armed forces is being subverted by parochial interests and narrow considerations. If some planted stories in the media are to be believed, the revised pay demands of the armed forces have not only been met, but enhanced by the government.

Summary/Abstract |
In the late 1930s, a famous radio program in the USA called war of the worlds-a story line that proposed an attack on the earth from Mars-crated a sensation and instilled fear into the listening audience. Those were simpler times and ours is hopefully- a more sophisticated and global situation. However, the proposition of attacks on the homeland is no less cogent today. My purpose in this presentation is not to scare anyone, but to provoke strategic diaogue using a toatally theoretical scenario-generated in keeping with the overall theme of this conference by computer.
