Summary/Abstract As one of the preeminent academic conferences on international studies in the Asia Pacific, the 2012 Oceanic Conference on International Studies, held at the University of Sydney (with co-sponsors at the University of New South Wales, the University of Technology, Sydney, and Macquarie University) from 18 to 20 July, played host to a large number of academics and international analysts who presented research on a variety of international studies topics. After a very successful conference in Auckland that emphasized the connection of the OCIS community to the Oceanic region, it seemed fitting that the conference would come to Sydney, the largest city in the Oceanic region, and one of the premier global cities in the Asia Pacific. In part because of the location of the conference, and because of the emphasis of many of the conference presentations on the Asia Pacific, no doubt inspired by underlying trends that are both exciting and worrying (sometimes at the same time), the organizers decided to focus this special issue of Global Change, Peace and Security on the challenges that the Asia Pacific faces, now and in the future. In short, this special issue is about the Asia Pacific going forward.

Summary/Abstract Political coalitions in the international system are still understudied in International Relations theory. This article claims that the formation of and variations in coalitions in the international system are affected by changes in their bargaining power and bargaining environment related to the global leadership cycle and by long-term organisational changes of the international political system. Identifying the Security Council as the institution in which states are more likely to keep their systemic preferences at the institutional level, the article studies the presence, formation and change of coalitions in the international system by testing variations in the behaviour of the Security Council members in the period 1993–2012. To overcome methodological difficulties, it proposes to analyse sponsoring rather than voting behaviour. In the analysed period, the presence of a mutating dominant coalition, signs of potential coalitions in the making and an increase in participation and competition resulting from modifications in the organisational form of the international system are found.

Summary/Abstract The fabric of civilization is being rewoven around us. The very nature of life, work, and society is changing so profoundly that we are approaching a moment at which our old ways of thinking about the structures that sustain us may be seen as obsolete. This happens periodically throughout history -- think of the Renaissance, the Reformation, the Enlightenment, and the Industrial Revolution. Such eras often produce turmoil or upheaval, until leaders emerge who are able to help shape a new order for a new age. The question today is whether our leaders are up to the challenge. Given their lack of grounding in the world's most pressing scientific and technological issues, I fear many, if not most, are not. Formerly disenfranchised populations are increasingly connecting to telecom, Internet, and other services. For instance, mobile-phone penetration was estimated to have surpassed 80 percent in Africa in the first quarter of 2013, according to figures published in 2012 by ABI Research. What's more, it is growing faster in Africa than anywhere else in the world. And though smartphone penetration in Africa is just 20 percent -- pretty near global levels -- it is expected to explode in the next few years.
