This plan is formulated to give overall impetus to the modernization of the capital city's construction and management of transportation and to ensure that the city's transportation is convenient, rapid, safe, orderly, economic, and environmentally friendly, in accordance with targets and tasks put forward in the Action Plan for the Beijing Olympic Games.
