Major powers have tried to use military training programmes, manifested through military-to-military cooperation running the gamut of training exchanges to joint exercises, to defence-related dialogues through seminars and the like, in order to engage and influence other countries in the furtherance of their strategic interests. The US model is notable for being innovative, flexible, scalable, and broad in its approach, and this has fetched it considerable dividends.

| Summary/Abstract |
In the Post New Order period, there was a significant development in Indonesia. The issuance of the Law on TNI in 2004, has since guided how the Indonesian military operates in dealing with external and internal security threats and curbed its socio-political role, which is associated with the New Order regime. However, it has not explicitly touched upon the implementation of defence diplomacy, which has significantly increased within the last decade. Hence, the article aims to analyse the development of Indonesia’s Defence Diplomacy in the Post New Order period, particularly in the context of joint exercises. This article attempts to answer two key questions: ‘How has Indonesia developed its defence diplomacy as part of its overall diplomacy?’ and ‘What factors account for different practices undertaken in Indonesia’s defence diplomacy?’ The article qualitatively scrutinises the development of Indonesia’s defence diplomacy activities of joint exercises by comparing two bilateral exercises with the major powers, the Garuda Shield and the Sharp Knife. In supporting the analysis, the article relies on the combination of interviews and observations performed during fieldwork from July 2018 to July 2019. The article is critical since it offers an alternative approach to studying Indonesia’s defence diplomacy.

| Summary/Abstract |
India–Southeast Asia defence cooperation has not been highlighted much, primarily to not give out wrong signals about India’s power projection outlook. With India steadfastly maintaining that it is a benign nation and not a revisionist power, engagement in the defence domain with Association of Southeast Asian Nations (ASEAN) has been attempted in five ways. The first includes India’s engagement in ASEAN defence mechanisms, such as ASEAN Defence Ministers’ Meeting (ADMM) Plus; and the participation of ASEAN nations in the Milan series of biennial meetings and Indian Ocean Naval Symposium (IONS). The second dimension is India’s legitimate interest in the security of the Malacca Strait as a funnel state. The third dimension is developing synergies between the defence industries in Southeast Asia with the Indian defence industrial complex. The fourth angle of engagement is India’s position as the net security provider in the Indian Ocean Region (IOR). The fifth critical aspect is developing maritime cooperative mechanism and developing a counter to the Chinese “string of pearls” strategy.
