Summary/Abstract The problems with American politics today stem from the basic design of U.S. political institutions, exacerbated by increasingly hostile polarization. Unfortunately, absent some sort of major external shock, the decay is likely to continue for the foreseeable future. The creation of the U.S. Forest Service at the turn of the twentieth century was the premier example of American state building during the Progressive Era. Prior to the passage of the Pendleton Act in 1883, public offices in the United States had been allocated by political parties on the basis of patronage. The Forest Service, in contrast, was the prototype of a new model of merit-based bureaucracy. It was staffed with university-educated agronomists and foresters chosen on the basis of competence and technical expertise, and its defining struggle was the successful effort by its initial leader, Gifford Pinchot, to secure bureaucratic autonomy and escape routine interference by Congress. At the time, the idea that forestry professionals, rather than politicians, should manage public lands and handle the department's staffing was revolutionary, but it was vindicated by the service's impressive performance. Several major academic studies have treated its early decades as a classic case of successful public administration.

Summary/Abstract By synthesizing recent works on early American warfare and biographies of George Washington with his own writings, this essay attempts to reconcile divergent interpretations of Washington as a paragon of frontier martial virtue, a pedant for European orthodoxy, a genius, and a stumblebum. The officer who emerges is a martial cosmopolitan; the forces he constructed and the strategy by which he employed them were the hybrid products of his own experience on the American frontier and European precedents for both grande and petite guerre. Ultimately, they served his nation's dearest interests: independence and territorial expansion at the expense of American Indians.

Summary/Abstract What determines when states adopt war taxes to finance the cost of conflict? We address this question with a study of war taxes in the United States between 1789 and 2010. Using logit estimation of the determinants of war taxes, an analysis of roll-call votes on war tax legislation, and a historical case study of the Civil War, we provide evidence that partisan fiscal differences account for whether the United States finances its conflicts through war taxes or opts for alternatives such as borrowing or expanding the money supply. Because the fiscal policies implemented to raise the revenues for war have considerable and often enduring redistributive impacts, war finance-in particular, war taxation-becomes a high-stakes political opportunity to advance the fiscal interests of core constituencies. Insofar as the alternatives to taxation shroud the actual costs of war, the findings have important implications for democratic accountability and the conduct of conflict.

Summary/Abstract The American defense establishment has come to think of itself as the victim of complex and demanding threats, political irresponsibility and public apathy. While true, such conditions are often the case in American history. "Don't fight the problem" is a standard instruction in war games. The Department of Defense should adopt that approach with its budget and strategy: stop submitting budgets in excess of legislated limits and devise a strategy consistent with them. It should explore alternative ways to achieve policy objectives, develop a concrete means of assessing risk, and on that basis build greater support for its preferred strategy.
