here are multiple claims about the potential of artificial intelligence (AI)-enabled systems to boost or even transform defence capabilities. Trevor Taylor explores how the effective acquisition of such systems presents major challenges to governmental defence to act as an intelligent customer and to review the balance of capability generation responsibilities between government and private sector bodies. He also shows that the first step is to recognise how AI procurement does not fit in easily with established procurement elements, including requirements specification, competitive modes of procurement, speed of decision-making and test and acceptance arrangements.

Summary/Abstract |
This article draws upon previously unavailable document materials to question views pointing to a degree of stagnation in Japanese maritime thinking. It similarly reviews claims about trends to compensate the decline of national military power with the build-up of projection capabilities. The article's main argument is that Japanese seapower is not declining. The Japanese Navy is evolving to combine enhanced capabilities to retain sea control in the Sea of Japan and the East China Sea with extended operational reach and flexibility, including an expeditionary component to meet alliance and diplomatic commitments in East Asia and beyond its confines.

Despite his good intentions and out-of-the-box approach on defence, Prime Minister Narendra Modi will, ironically, be preparing India to fight the last war better. Reason: no one has told the Prime Minister that like other ministries, even defence needs a policy, which he has to formulate, before acquisition of armament begins. Otherwise, it will be putting the cart before the horse. Probably the best thing about making a policy will be that Indian armed forces will be able to do more with less money as the defence services will be compelled to review their capacities, capabilities and doctrines.
In a related development, no government since Independence has been sworn in without a full time defence minister unless the Prime Minister has kept the portfolio with himself. In a first, the Modi government has an interim defence minister, which I would like to believe is how he wanted it. Finance minister, Arun Jaitley, a close confidante of Modi, on assuming additional charge of defence made it known that it is a temporary arrangement. Giving reason for doing so, he said in an oblique fashion that acquisitions are a priority for the government.

Much research on the North Atlantic Treaty Organization laments Europe's limited military capabilities and low defense spending trends. Much less recent analysis, however, has been devoted to specific European member allies and the extent to which they have individually sought to transform their own national military capabilities to comport with NATO's broader security needs. This research finds that while the Netherlands makes significant military contributions to NATO's mission in Afghanistan and other peacekeeping operations, and has taken some steps to improve upon its existing force projection capabilities, important limitations exist on how much additional military assistance it will be able to provide to the allies, both in the short and long term.
