Summary/Abstract |
Infiltration, skirmishes and wars on the borders, terrorist attacks
in cities, the Naxalite menace, natural calamities, major accidents,
evacuation of expatriates from troubled foreign countries, humanitarian
aid to foreign countries, reconstruction and development in war-torn
friendly countries - the response to all these situations and many more,
demands large-scale movement of men and material. Often, secrecy is
essential; always, time is of the essence. Reliable airlift capability and
prompt action is the lifeblood of such missions. A timely airlift of troops
by the Indian Air Force (IAF) to the Maldives frustrated the designs
of a band of terrorists and averted a coup d'état in November 1988.
Operation Cactus was a shot in the arm for Indian diplomacy. In some
ways, India continues to gain from the stature thus attained. Airlift
capability is a powerful tool for pursuing foreign policy objectives
through employment of resources and capabilities. It has the power to
change attitudes and build perceptions.

Summary/Abstract |
This article examines the connected histories of armed tribal and peasant revolts in colonial and postcolonial India with reference to the ongoing Maoist conflict in rural and tribal areas of central and eastern India. The article makes two interrelated arguments about the violent continuities that endure from colonial to postcolonial contexts: (1) the nation-state system, in its efforts to establish control and influence, creates a hierarchy of citizenship engaging in the hostile policing of marginalised subjects, thereby engendering armed revolts and political violence; (2) the postcolonial state’s response to these armed revolts by marginalised subjects who challenge its sovereignty and monopoly over violence, is equally violent and repressive. Most significantly, the state’s response is legitimised in the same colonial idioms and justifications that mark epistemic and physical violence against the third world.

The past year saw significant domestic turmoil in India. The country confronted a series of terrorist attacks including the one in Bombay, witnessed ethno-religious violence, dealt with a resurgent Maoist (Naxalite) guerilla movement, and faced agitations from agricultural communities over the acquisition of land for industrialization. On the external front, India managed to consummate a critical civilian nuclear agreement with the U.S., after much domestic debate and contention.

emocracy has been hailed as the true and authentic voice of people, working for both their tangible and intangible interests. In a meaningful democracy, political stability and working within the conventional framework of law and ethics are the two most desired virtues. People across continents have long cherished the dream of living under healthy governance, which has led to their reaffirming the mandate for constitutionally approved governments irrespective of their efficiency levels or experience. Sometimes there is a limit to all that people can brook. Their faith in legal system fails them, the popular government becomes a toy in the hands of industrial bourgeoisieand capitalist entrepreneurs, they lose the power to govern even the aspects of their own lives and there is a sense of simmering anarchy. This is not a passing mood- it has been born out of a strong sense of being wronged and alienated amidst their land and property.
