| Summary/Abstract |
Using a three-round panel dataset of more than 3,000 households, the paper estimates the impacts of electricity reliability improvement on the welfare and economic decisions of rural Vietnamese households. The number of days without power outages in communes per annum is used to proxy for electricity reliability. We employ a fixed effect regression with an instrumental variable to deal with the endogeneity issue, led by the simultaneous causal relationship between the reliability of electricity and household outcomes along with the unobservable variables. We use the similar electricity quality variable but measured in other communes within the same province as an instrumental variable. Results from this model show that an improvement in electricity reliability plays an important role in enhancing incomes, durable consumption, access to credit and land investment decisions of rural households.

| Summary/Abstract |
This article provides background on the current status and recent trends of energy use in Viet Nam, as well as projections of energy demand and energy supply in the coming decades. The article summarizes the results of the current national Master Plan for developing the electricity supply sector to meet increasing electricity demand. Also described are the evolution and current status of Viet Nam's energy policies, including those related to energy security, energy efficiency and conservation, the environment, and development of renewable energy sources, as well as strategies for power sector development and restructuring of the energy sector toward greater use of competitive energy markets. The initial phase of the Viet Nam energy sector modeling effort under the Asian Energy Security (AES) project is described. The final section of this article offers conclusions regarding the status of Viet Nam's energy sector and policies, and recommendations regarding "next steps" in energy security analysis.

| Summary/Abstract |
The events of 1978 shaped much of Viet Nam's political and economic environment for more than a decade. After the triumph of the war for national independence in 1975, Viet Nam hoped for a new era of sustained peace and economic development. However, soon after, in 1978, Viet Nam found itself bogged down in another war against the Khmer Rouge to the West, defending against a surprise Chinese invasion to the North and bearing the brunt of economic sanctions from the U.S. and allies. Viet Nam's sole lifeline was economic and military aid from the Soviet bloc. Economic and political isolation crippled the country's economy and continued until Viet Nam launched comprehensive reforms in 1986 and withdrew from Cambodia in 1989. Given the critical importance of the events in 1978 and their consequences, this piece aims to review the happenings, their causes and lessons learned for contemporary diplomacy, particularly for small-to-medium sized countries.

Viet Nam in 2008 continued to display a broad dynamic picture of economic development, political and social stability, cultural vitality, and active diplomacy but experienced high inflation and a slowdown in economic growth. While anti-inflation policy brought some relief, high prices remained the largest challenge for social stability and economic development. Despite the setbacks, Viet Nam continued to do well in attracting increasing volumes of foreign tourists and direct investment.
