Summary/Abstract Does the European Union (EU) represent a new political order replacing the old nation-states? The assessment of the real character of political orders requires the identification of political key actors and of the specific structure of their interactions. Transgovernmental networks have been considered to be one of the most important features of EU integration. Unfortunately, the network structures, processes and the impact of these informal horizontal inter-organisational relations between nation-states are mostly unknown. The main objective of this article is to measure and explain the selective pattern of informal bilateral relations of high officials of the EU Member States' ministerial bureaucracies on the occasion of an EU Intergovernmental Conference. The quantitative data used rely on standardised interviews with 140 top-level bureaucrats. The statistical estimation of network choices is based on recent developments of exponential random graph models.

Summary/Abstract The remarkable increase in European security and defence integration in the past decade has presented a challenge to traditional integration theories. Although they remain relevant, these theories fail to take full account of the changing security architecture of Europe, which includes the rise of transgovernmental networks (TGNs). With a focus on EU civil protection, this article critically examines established definitions of TGNs and investigates how these networks influence the supranational and national levels of security cooperation. Findings point toward the emergence of an alternative form of European security governance that addresses the lack of authority in EU security policy.

Summary/Abstract Cross-border cooperation among domestic regulators and public officials has become a defining feature of global governance. While a number of studies have tracked the emergence and institutionalization of such transgovernmental networks, less is known about their effect on domestic policy. This study explores this link for the important case of insider-trading regulation in original data for 116 countries between 1977 and 2006. It offers quantitative evidence that transgovernmental cooperation is related to domestic policy convergence but that the relationship is more complex than often assumed. Direct ties to powerful regulators increases a jurisdiction's likelihood of adopting internationally promoted policies such as insider-trading rules. Separately, membership in the International Organization of Securities Commissions (IOSCO), a forum designed to diffuse best practices among regulators, increases a jurisdiction's likelihood of subsequently enforcing newly adopted policies. The findings in this study suggest that different network components are associated with distinct aspects of domestic policy convergence. The results are directly relevant for current public policy debates about the reregulation of global financial markets as transgovernmental networks among domestic regulators have assumed a critical role.

Summary/Abstract Does contact with democratic governance make state officials in authoritarian regimes more democratic? While studies of democratic diffusion are built on the inherent assumption that exposure to democratic practices shapes the attitudes of domestic actors toward democracy, scholars of international socialization are more skeptical about such micro-effects. Drawing on insights from sociology and social psychology, I examine what type of cross-national activities can socialize Moroccan state officials into democratic governance. The results of cross-sectional, multivariate regression analyses based on original survey data emphasize that, in authoritarian contexts, transnational linkage manifests the potential to democratize only if it involves practical experience, a condition fulfilled by cooperative exchange within transgovernmental networks, but not by more diffuse types of linkage such as international education and foreign media broadcasting.
